An exciting opportunity exists for a permanent Senior Buyer – Non-Clinical – for the Procurement and eCommerce Department.
The Senior Buyer will take responsibility for the purchase of goods and services by procuring and delivering contracts (this role will support the Soft Facilities Management Category but may be asked to support more widely across non-clinical procurement). They will foster a highly professional and responsive stakeholder service and build collaborative relationships with all stakeholders to deliver work plans and savings targets whilst delivering high quality care to their patients and service users. Barts host the North East London Procurement Partnership (NELPP). No day at Barts Health NHS Trust and the wider NELPP is the same and if you have a ‘can do’ attitude, you will flourish in this role. Resilience and energy are of paramount importance. The role will report to the Procurement Business Partner for Facilities (Soft FM) and provide support to the Head of Non-Clinical Sourcing, and support several high profile procurement initiatives.
Main duties of the job
To support our ambitious journey, we are seeking a talented Senior Buyer with a ‘can do’ attitude to join our Sourcing team. To succeed in this role, you will need to move at pace, be engaging and flexible and possess the right behaviours. This is in addition to an aptitude for sourcing, supplier engagement and stakeholder management.
The duties and responsibilities of the role include: • Recognising how the Senior Buyer’s tasks align with the strategy of department and Trust. • Listening to the needs of stakeholders and engaging in productive discussions about procurement options. • Implement procurement policies and update in line with changing laws. • Taking ownership for delivering procurement targets via negotiation with suppliers • Leading and directing research into the market to assess risks and trends. • Ensuring stakeholder commitment to sourcing plans over the long term. • Lead implementation and monitor contract initiatives and conduct market research to support arguments for change. • Engage successfully with clinical/managerial/end users. • Recognising the need to engage others in discussions about proposed changes and explaining the reasons and benefits. • Develop and motivate other staff to support the Trust’s strategic direction.

Over the past 6 to 12 months Barts Procurement have embarked on an ambitious journey to shape the strategic direction of the Department with the focus on giving people skills and opportunities to thrive in a demanding work environment which puts patients first .
Over the next 12 months, we will be progressing towards further integration of the NELPP as a share service.

- Strong organisational management skills
- Good interpersonal skills and the ability to forge effective professional relationships

- Good practical working knowledge of computerised procurement systems
- Advanced user of Microsoft Office in particular Excel and Word
- Knowledgeable in areas of: project management, negotiation, contract management, cost and price management, public procurement legislation.
Experience
Essential
- Minimum of three years procurement and commercial experience within a complex organisation
- Experience of public sector procurement legislation and guidelines including the FTS (formerly OJEU) procedures.
- Experience of negotiating with suppliers and customers in a large organisation and a track record of achieving significant cost reductions.
- Experience of complex competitive tenders/quotations.
- Experience of a customer service environment
- Experience of category management
Desirable
- Proven track record of supporting innovation with an ability to support the implementation and management of change
- An understanding of accounting practices and principles
- Understanding of logistics, inventory control and supply chain management
Communication
Essential
- Excellent interpersonal skills and ability to communicate with all colleagues both clinical and non-clinical.
- Ability to clearly communicate finance and non-finance issues.
- Excellent written and verbal English
- Possess a positive and can do attitude and be self-motivated and a good team player
- Ability to influence stakeholders through collaboration.
Qualifications
Essential
- Educated to degree level or equivalent
- Membership of the chartered institute of Purchasing and Supply. If studying then in final year of modules to achieve qualification

- Project management qualification
- Evidence of continuing professional development (CPD)
