Job overview

The post holder will be a member of the Facilities Senior Management team and will be responsible for managing and developing operational waste management, reduction, recycling, on-site waste collection and disposal activities within the Trust, providing value for money and excellence in service provision. The post holder will define and set service levels and participate in the preparation and updating of the Trust’s strategies and policies and staff training for its waste management services. The post holder will be required to work with key stakeholders both internally and externally to identify, promote and deliver projects to reduce waste at source and minimise use of resources.The Post holder will be responsible for making sure the Trust fulfils its obligations in line with the NHS England 10-year strategy.They will lead on PAM and ERIC submissions for Facilities.The post holder will monitor and report on the overall compliance of Waste Management in line with internal and external regulations to include but not limited to: CQC compliance, business continuity plans, Health and Safety, and any relevant body or policy.

Main duties of the job

WASTE

  • Ensure legislative compliance across HHFT in regard to waste management, aligned with the requirements of HTM 07-01 Safe and sustainable Management of Healthcare Waste and all other relevant legislation.
  • Responsible for managing and developing operational waste management to include reduction, recycling, on site waste collection and disposal activities within the Trust providing value for money and excellence in service provision
  • Define and set service levels and participate in the preparation and updating of the Trust’s strategies and policies and staff training for its waste management services HEALTH, SAFETY and RISK
  • To provide support to the FM Operations Director with implementing Health and Safety Policies pertinent to waste management
  • To ensure all risk assessments pertaining to the waste yards and equipment used are maintained and serviced as required.
  • Support and coordinate the health and safety risk assessment process and establish and maintain a system for waste issues
  • Attend Trust and Divisional Health and Safety Committee meetings as a representative for Waste Management services and take further actions arising out of the work of the committee, particularly in tracking actions through to completion
  • Escalate any Health & Safety concerns and any barriers to resolving them

Detailed job description and main responsibilities

  • Ensure legislative compliance across HHFT in regard to waste management, aligned with the requirements of HTM 07-01 Safe and sustainable Management of Healthcare Waste and all other relevant legislation.
  • Responsible for managing and developing operational waste management to include reduction, recycling, on site waste collection and disposal activities within the Trust providing value for money and excellence in service provision
  • Define and set service levels and participate in the preparation and updating of the Trust’s strategies and policies and staff training for its waste management services
  • Ensure effective exchange and dissemination of information relating to waste management within the Trust and participate as required in audits, special projects and cost reduction and income generation initiatives in relation to Waste activities
  • Responsible for achieving effective communication channels with the Environment Agency, HSE and other external organisations as necessary and appropriate to ensure service and compliance.
  • Ensure that waste management is considered and accounted for in all proposed capital projects.
  • To communicate with staff at all levels including external providers at both Director and
  • operational level to ensure that the required service and best value for money is achieved for the Trust
  • Lead and Chair the Waste Stakeholder Group
  • Representing the Trust at Key national and regional working groups
  • Prepare annual audits of waste disposal service providers to ensure compliance with the Duty of Care requirements under Section 34 of the Environmental Protection Act
  • As part of the Control of Substances Hazardous to Health (COSHH) risk assessments, the requirements of the Environmental Protection (Duty of Care) Regulations 1991 and the Carriage of Dangerous Goods by Road Act 1996, annually review the methods of containment for each waste stream, and the waste descriptions and instructions given to staff and contractors.
  • Ensure that Pre Acceptance audits are carried out each year in accordance with HTM 07 01 Safe and Sustainable Management of Healthcare Waste and oversee any actions arising.
  • Manage waste in accordance with CQC requirements, including overseeing ongoing audits and reviews necessary to meet the requirements of these initiatives and implement action plans as required
  • Collate information for tender documents, specifications and service levels in liaison with Procurement and provide expert advice on standards and other performance measures in relation to waste and packaging
  • Ensuring that stock and equipment for waste activities is in stock and accessible
  • Responsible for making recommendations in relation to budget setting and management of the waste budget
  • Improving performance against the wate hierarchy, investigate and implement innovative solutions and develop circular economy opportunities with the aim of achieving the Trust strategic target of zero waste.
  • To develop and promote a Trust system for reuse of unwanted but serviceable items
  • Responsible for managing and maintaining large complex waste data returns and monitoring
  • databases used on all trust sites in relation to waste services e.g. ERIC and PAM.
  • Direct line management responsibility for the Trust Waste and Facilities Compliance Service Lead (Trustwide)
  • Occasional travel required outside of the Trust to attend conferences, meetings and duty of care visits as required
  • Produce reports as required for the Senior Management team meetings, Quality and Performance Committee and any other that may be required or requested
  • To co-ordinate and ensure incidents and complaint investigations and responses happen within agreed time frames
  • Understand CQC regulation and the impact of any adverse findings of quality measurement, internal/external reviews and changes in service delivery and assist in preparing staff for unannounced and announced inspections.

Applicant requirements

The postholder will have access to vulnerable people in the course of their normal duties and as such this post is subject to the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (Amendment) (England and Wales) Order 2020 and as such it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service to check for any previous criminal convictions.

  • Knowledge of CQC standards for Waste and Facilities services

Training and qualifications

  • Educated to Degree level qualification or equivalent professional qualification, in waste or environmental management
  • Experience in waste management
