NHS Greater Manchester is transforming how data is used to improve population health, reduce inequalities, and support neighbourhood-based care.

We are seeking an experienced Senior Project Manager to join our Data Insight & Intelligence (DII) function within the PMO & Data Governance team. You will lead the delivery of complex, high-profile programmes that enable the safe, effective and lawful use of data across the system, including national initiatives, population health programmes and internal digital projects.

You will play a key role in strengthening governance, improving processes, and supporting delivery across DII, working closely with the Head of PMO & Function Support to enhance capability and support our evolving operating model.

We are looking for someone with proven experience managing complex projects, able to plan and structure delivery, and produce high-quality documentation and governance reporting for senior forums. You will be comfortable working across both Waterfall and Agile (Scrum) environments.

A proactive and collaborative leader, you will confidently engage, influence and present across teams and governance settings, driving delivery and supporting teams to overcome challenges.

Main duties of the job

Lead the delivery of complex projects across data governance, data platforms and analytics, ensuring outcomes are delivered on time, within scope and aligned to agreed objectives. Deliver key programmes, including the DII core capability programme, supporting system-wide priorities and national requirements.

Drive business process mapping and service design, identifying opportunities to improve efficiency, standardisation and ways of working across DII. Review, develop and embed policies, procedures and governance frameworks to ensure consistent and robust approaches to data use.

Support the Head of PMO & Function Support in strengthening PMO capability, governance, reporting and delivery standards. Ensure projects align with UK GDPR, the Data Protection Act (2018) and NHS data governance standards, supporting compliance and audit readiness.

Develop and maintain detailed project documentation, including delivery plans, RAID logs and governance reporting for senior forums. Identify and manage risks, issues and dependencies across multiple teams and organisations.

Apply and adapt delivery methodologies, including Waterfall and Agile (Scrum), to suit project complexity. Build strong stakeholder relationships across NHS GM and partners, and confidently present and lead discussions in governance forums to support clear decision-making and progress tracking.
