Main duties of the job

As a Quality Senior Officer, you will play a key role in delivering the Integrated Care Board's statutory responsibilities for quality assurance, quality improvement and patient safety across commissioned healthcare services. Working within a multidisciplinary Quality Team, you will help ensure care is safe, effective, compassionate and continuously improving.

You will lead quality workstreams, coordinating programmes that support strategic priorities and drive improvements across healthcare services. Working collaboratively with providers, clinicians, commissioners and system partners, you will influence and support quality improvement initiatives across organisational boundaries.

The role involves reviewing and analysing quality intelligence, patient safety information, performance data and patient experience feedback to identify risks, trends and opportunities for improvement.

You will build strong partnerships with healthcare providers, facilitating improvement, monitoring action plans and supporting a culture of learning and continuous improvement. You will contribute to quality reviews, provider meetings, assurance visits and governance processes to ensure services meet national standards and contractual requirements.

The post also includes reviewing learning from patient safety investigations, producing reports for senior leaders and committees, and contributing to system-wide quality governance.

Job responsibilities

The postholder will be accountable for:

  • Leading a quality workstream to deliver the statutory function of continuous quality improvement, though the monitoring and assurance of strategically commissioned health services across the ICB within the broader quality portfolio
  • Working closely with other members of the ICB quality, contracting and commissioning teams to gain assurance of the clinical quality of strategically commissioned services within the workstream
  • Providing ongoing review and triangulation of information and assurance in relation to clinical quality performance, taking action with providers when gaps in quality are identified and ensuring actions are taken to address any quality issues, monitoring progress and working closely with leads in providers.
  • Ensuring follow and monitoring of actions via Clinical Quality Review meetings
  • Contributing to the delivery of the ICB quality strategy and will support the Quality Governance Effectiveness Lead Nurse in providing quality support.
  • Liaising with strategically commissioned providers regarding assurance, compliance and improvements of services and will work closely with the wider quality teams within the ICB and in wider system providers, in order to support the ICB to deliver its statutory duties in relation to quality assurance and improvement.
  • Delivery of a range of quality and patient safety assurance and monitoring activities which will ensure that the ICB is effectively sighted on the quality of care for all patients and confirm whether such care meets both nationally and locally agreed contractual standards. This work will include, but not be restricted to: reviewing patient safety incident investigations, undertaking provider quality assurance visits, reviewing quality data and metrics from a quality and patient safety perspective and reviewing annual quality accounts.
  • Communicating and engaging regularly with commissioned providers and, where appropriate, attend and chair meetings with such providers on behalf of ICB, to ensure effective oversight of quality and challenge of all standards of quality and patient safety outcomes and experience.
  • Work with commissioned providers to promote and assure appropriate standards of clinical quality and a robust culture of continual quality improvement where lessons are learnt
  • Ensuring robust and timely escalation of any quality and/or patient safety concerns within commissioned providers to the senior leadership team (CCQO/CNO) Quality and Patient Safety Team, as appropriate.
  • Preparing and/or contributing towards, detailed summary reports for the attention of the ICB Quality and Safety Committee and groups within the subcommittee governance structure highlighting any quality and/or patient safety concerns within commissioned providers.
  • Developing effective working relationships with key healthcare providers and neighbouring ICBs across the health economy and build knowledge around the range and quality of services being provided.
  • Working with wider team to ensure that any serious incidents including never events are fully investigated, in accordance with the ICBs contractual requirements and national framework, working closely with key partners as appropriate.
  • Ensuring that assurance is gained from providers, including actions and learning identified, resulting from the investigation of such serious incidents are implemented and embedded by providers.
  • Provide quality assurance in terms of compliance and monitor risk, working with wider ICB teams i.e. GP leads, medicines management, infection prevention and other clinicians to assure patient safety.
  • Work closely with other quality portfolio teams to ensure matrix working across the system and intelligence shared appropriately to inform patient safety initiatives
  • Supporting the planning and implementation of any announced or unannounced quality or monitoring visits and themed reviews, ensuring these are in accordance with ICB policy, feeding back to providers and agreeing actions for improvement.
  • Provide support to the development, negotiation and alignment of contractual quality metrics with providers. Quality assure all quality metrics across the agreed ICB provider services, reviewing performance and monitoring actions.
  • Attending where required provider clinical quality review group or contractual monitoring meetings, ensuring they are effective, contributing to the overall assurance of delivery of providers in accordance with contract requirements.
  • Attending the relevant ICB Quality and Safety Committee and sub groups when required feeding back progress and risks and taking forward any actions agreed.
  • Produce reports for the ICB Quality and Safety Committee and other meetings as required, ensuring complex information is presented in a clear concise manner recognising those which may be contentious or sensitive in nature.
