The HR Manager - Transact Delivery Lead will provide dedicated operational leadership for the LYPFT workforce elements of the Trust Integration Programme. The postholder will lead and coordinate the delivery of the People and Culture Transact workstream, ensuring workforce-related activities are delivered safely, compliantly and to programme timescales.

The role will be responsible for coordinating a complex programme of workforce activity, including TUPE transfer arrangements, statutory consultation processes, workforce data validation, workforce due diligence, development and management of Measures, and the alignment of workforce policies, procedures, terms and conditions. The postholder will ensure robust governance arrangements, audit trails and reporting mechanisms are in place to support programme delivery and provide assurance to senior leaders and programme boards.

Working closely with senior leaders, programme colleagues, Trade Union representatives and People and OD teams across partner organisations, the postholder will support effective engagement and consultation activity, identify and mitigate workforce risks, and ensure compliance with employment legislation and NHS best practice throughout the integration process.

Detailed job description and main responsibilities

The HR Manager - Transact Delivery Lead will be responsible for leading and coordinating the People and Culture Transact Workstream on behalf of Leeds and York Partnership NHS Foundation Trust, ensuring all workforce-related activities associated with the Trust Integration Programme are delivered in line with programme milestones, statutory requirements and governance arrangements.

A significant focus of the role will be the planning, coordination and delivery of TUPE transfer activity, ensuring compliance with legislative requirements and supporting the effective transfer of employees into the new organisational arrangements. This will include overseeing workforce due diligence processes, coordinating Employee Liability Information (ELI) requirements, supporting the development of Measures, maintaining workforce risk registers and ensuring appropriate documentation and audit trails are in place throughout the programme.

The postholder will lead the HR aspects of workforce integration activity arising from the Trust Integration programme, supporting consultation and engagement processes with Trade Union representatives, staff and managers. They will ensure that workforce implications are identified and addressed, providing specialist advice on organisational change, policy harmonisation, workforce structures, terms and conditions and employment legislation.

Working closely with colleagues across both organisations, the postholder will coordinate the delivery of workforce workstreams, ensuring actions are progressed, dependencies are managed, risks are escalated appropriately and agreed deadlines are achieved. They will contribute to programme governance arrangements by preparing reports, briefings and updates for senior leaders, programme boards and other stakeholder groups.

The role will be responsible for ensuring workforce information is accurate, robust and fit for purpose, including workforce data validation, analysis and reporting. The postholder will utilise workforce intelligence to support decision-making, identify emerging risks and ensure programme decisions are supported by reliable workforce information.

The HR Manager will line manage the People and Culture Workstream Coordinator, providing leadership, oversight and day-to-day supervision to ensure workstream priorities are delivered effectively. They will support the development of their direct report, allocate and monitor workload, and ensure high standards of performance, engagement and service delivery are maintained throughout the programme.

This role requires an experienced HR professional who can operate confidently within a complex and evolving environment, balancing programme delivery, workforce risk management and stakeholder engagement to support the successful implementation of the Trust Integration Programme.

Experience

Essential

  • Significant experience of working in a senior HR Advisory or HR Manager role within a complex organisation, including the application of employment legislation and HR best practice to complex workforce matters.
  • Experience of planning, coordinating and delivering complex work programmes to challenging timescales, managing multiple priorities and stakeholders.
  • Experience of workforce transition activity, leading organisation change programmes, including TUPE, workforce due diligence, workforce integration, consultation & engagement with Trade Unions, organisational mergers or large-scale change programmes.
  • Experience of analysing workforce information and producing reports, briefings and recommendations for senior stakeholders to support decision-making.

Qualifications

Essential

  • CIPD Advanced Level qualification (or equivalent experience) and evidence of continuing professional development.
