This is an exciting opportunity to join the Long Term Conditions, Neighbourhood Health and Care Integration team as a Commissioning Support Manager, working across Birmingham, Solihull and the Black Country Cluster to support the planning, commissioning and delivery of services that make a real difference for local people.
You will play an important role in supporting day-to-day operational management and service redesign of associated programmes, working collaboratively across primary, community and secondary care services, voluntary and third sector providers, clinicians, contractors and wider ICS partners. The role will focus on supporting, facilitating and monitoring progress within a specialist long term condition area, helping to improve performance, service delivery and outcomes for the cluster population.

Main duties of the job
You will communicate complex, sensitive and sometimes contentious information clearly and professionally, working with senior managers, providers, commissioners, clinicians and system partners to support decision-making, performance improvement and change.
The role will support planning across programme areas, keeping workstreams organised and focused on agreed outcomes. You will analyse complex information, respond to emerging issues, develop options and anticipate risks to delivery.
You will contribute to policy and service development within the specialist area, supporting implementation with ICS partners. You will maintain programme information systems, support data collection and reporting, and provide assurance on service performance. You will also support effective use of budgets and resources, focusing on value for money.
You will support project boards and programme governance, present progress updates, contribute to education and training and provide guidance to junior colleagues when required. You will work autonomously where appropriate, maintain professional development and comply with organisational policies, including equality, information governance, safeguarding, confidentiality and health and safety.
You will be adaptable, organised and confident in a busy, changing environment, with strong influencing, networking and Microsoft Office skills and a commitment to improving performance, reducing inequalities and driving social inclusion.

You will be accountable for:
Support the development of neighbourhood health strategic commissioning frameworks across designated portfolio areas.
Engage with provider collaboratives, NHS Trusts, primary care and the independent sector as appropriate,
Maintain oversight and accountability of lead provider arrangements to ensure delivery against the neighbourhood health strategic commissioning frameworks.
Apply commissioning skills and knowledge to national policy to ensure application to the local population health intelligence to drive the ICBs neighbourhood health strategic commissioning approach and reduce health inequalities.
Work with other ICB clusters across the Midlands to identify and realise opportunities for Joint Commissioning.
Develop skills and competencies required for strategic and tactical commissioning functions including PHM, analytical and contractual/legal.
The postholder will deputise, as appropriate, for the Head of Programme Frailty and EoL and will oversee line management arrangements for staff across the Directorate.
