The Babies, Children and Young People (BCYP) Operational Lead is responsible for the strategic, operational and professional leadership of Integrated Children's Community Nursing Services, including the Children's Community Nursing Team, Children's Community Asthma Service, Children's and Young People's Bladder and Bowel Service, Children's Epilepsy Nursing Service and Special School Nursing Service. The post holder will ensure the delivery of safe, effective, evidence-based and child-centred services for babies, children and young people with acute, chronic, complex and additional health needs across community, clinic, educational and home settings. Working closely with senior leaders and system partners, the post holder will lead service transformation, quality improvement, workforce development and integrated care initiatives to improve outcomes and experiences for children, young people and their families.

Main duties of the job

The post holder will provide operational leadership and performance management across a portfolio of integrated children's community services, ensuring delivery against quality standards, key performance indicators, contractual requirements and statutory responsibilities. They will lead workforce planning, recruitment, staff development, governance, safeguarding, financial management and service improvement programmes, while ensuring safe staffing levels and effective resource utilisation. The role includes supporting Clinical Leads and Team Leaders, overseeing quality assurance and risk management processes, leading implementation of national guidance and best practice, and maintaining effective partnerships with health, education, social care, local authority and voluntary sector organisations. The post holder will also represent children's community services at strategic forums and contribute to the development of integrated pathways that support admission avoidance, timely discharge, care closer to home and reduced health inequalities.

Detailed job description and main responsibilities

The BCYP Operational Lead will be accountable for the overall operational performance, governance, quality and financial management of Integrated Children's Community Nursing Services. Responsibilities include leading service redesign and transformation programmes; monitoring performance, activity and outcomes; managing budgets and resources; overseeing complaints, incidents, audits and quality improvement initiatives; and ensuring compliance with safeguarding, SEND, information governance and professional standards. The post holder will provide visible and inclusive leadership, direct line management and professional support to Clinical Leads, Team Leaders and senior practitioners, promoting a culture of continuous improvement, compassion and accountability. They will work collaboratively with Acute Trusts, Primary Care Networks, Integrated Care Board colleagues, educational settings, special schools, local authorities and social care partners to develop integrated models of care and improve service accessibility, quality and patient experience. The role also includes acting as a senior advisor for children's community services, supporting strategic developments across the health and care system, championing the voice of children, young people and families, and ensuring services remain responsive to local need, national policy and organisational priorities.
