Job overview

The role of the Capital Division is to provide a comprehensive range of support services to allow the delivery of all of the Board’s capital investment activities.

The post holder will work within broad occupational policies and form part of an integrated team within the Capital and Estates Directorate.

The post holder will assist the Responsible Officer in the delivery of Phase3, Prince Charles Hospital (PCH) Ground and first floor project leading on the capital planning process and delivery of all outcomes of investments to ensure that capital assets are procured and service improvements delivered which are critical to Cwm Taf Morgannwg University Health Board (CTMUHB).

Main duties of the job

The post holder will utilise technical knowledge and expertise to provide the full range of capital planning and project management services required by CTMUHB, whilst ensuring statutory compliance and with reference to all available advisory guidance.  This will routinely necessitate working within challenging parameters of cost, time and quality and involve the processing of highly complex, contentious and sensitive information.

The post holder will act on own initiative with a high degree of autonomy, in an environment of conflicting priorities and demands.

This post is fixed term/secondment until June 2028 due to the timescale and funding of the project.

Detailed job description and main responsibilities

Provide project delivery as defined in the Capital Investment Manual for designated schemes to ensure the successful completion to the UHB’s requirements of cost, time and quality and in accordance with Welsh Government issued capital guidance, ConCode, EstateCode and other mandatory/statutory requirements.

Act as the main input on construction issues for projects, and liaise with other professional colleagues (mechanical, electrical, IT, Telecommunications, Fire Officer, etc.) to ensure successful completion of capital schemes within designated timeframe.  This will require the adjustment of project plans if targets are not met and project slippage is identifie

Formulate fee bid lists, making recommendations on the appointment of external design consultants and external contractors, as well as other external suppliers.

Brief, manage and monitor the performance of design consultants and external contractors, ensuring that the requirements for all procurement regulations are complied with as necessary.

Authorise financial payments within delegated limits.

Provide technical estates and capital planning/costs input in the preparation of Initial Project Proposals, and all business case formats required in line with Welsh Government Guidance.
