Job summary

An exciting opportunity has arisen within the contracts team for a permanent senior contracts manager. The post holder will support managers and staff across the ICB to manage the interface with providers and ICBs for all aspects of contract management and provide excellent relationship management.

The successful applicant will be able to recommend next steps, lead and facilitate the actions to resolve complex scenarios and issues, work well within a team in a fast paced environment and the ability to work independently is essential. You will have excellent communication and interpersonal skills, be able to work flexibly and the ability to motivate others. We are looking for an individual to manage a portfolio of contracts, covering a variety of different contracts.

The contracts team are responsible for creating contracts, managing the day to day provider and contract management of over 700 providers. You will work closely with other directorates including commissioners, finance, and quality to ensure that the right conversations and measures are in place to maintain the quality of commissioned service, manage service delivery and performance.

Main duties of the job

The post requires an experienced, dynamic, and proactive individual with excellent team working and leadership skills to work within a supportive team.

The post holder will develop new contracts and varying existing contracts for their portfolio and provide expert contract management and leadership for a portfolio of contracts across the whole commissioning and contracting cycle. The senior contract manager will work closely with partners to negotiate, agree, and manage those contracts and ensure they reflect the needs of the local population deliver service quality and make a real difference to health outcomes.

You should be comfortable with leading and managing a portfolio of contracts across different workstreams/care programmes, building excellent and productive relationships with providers and ICB colleagues, arranging, and chairing contract meetings, facilitating and leading complex and sensitive conversations between internal and external stakeholders. The post holder will also support on escalations, manage complex issues to successful resolution and lead on papers and projects as required.

The postholder will have line management for individual/s in the team.

Job responsibilities

The postholder will be accountable for:

  • Supporting the ICB Team in relation to the commissioning and contracting of services from a range of providers. While working across the total contracts teams portfolio, if required, with flexibility to provide contract management and support where it is needed
  • To manage and co-ordinate the annual negotiation of NHS and other contracts and service level agreements.
  • Leading on and proactively manage a healthcare contracting portfolio and service level agreements across a range of services and health providers. Particularly providers of community health care and acute and community NHS providers
  • For the day-to-day contract management of designated contracts for the ICB. This will include providing leadership and support to the Contracts Team with regard to the delivery of national and local targets and effective contract management process and delivery.
  • Escalation of issues through the ICBs MDT and Cluster Executive Assurance Meeting in support of its role in NHSE Oversight and Assurance
  • To support the AD of contracting and the Head of Contracts in delivering robust contract management function for the ICB teams designated contracts.
  • For a specific contract portfolio and their contractual performance including the overall delivery of outcomes,
  • Provide specialist advice and guidance to inform decisions regarding commissioning, procurement and contracting, including presenting contentious information relating to contract changes in a sensitive way.
