We are seeking an experienced and values-driven finance professional to join Hywel Dda University Health Board as Senior Commissioning, Business Intelligence and Value Finance Business Partner. This is a significant leadership opportunity within a Health Board focused on delivering safe, sustainable and accessible services for the communities of West Wales.

Working across a rural and geographically dispersed population brings distinctive challenges, but also creates real scope for innovation. The Health Board is continuing to develop its approach to value-based healthcare, quality improvement, organisational development, business intelligence and digital services, ensuring that finance insight plays a central role in supporting better outcomes and sustainable services.

This role offers the opportunity to work at the heart of strategic decision-making, supporting senior clinical, operational and corporate leaders to identify opportunities, understand financial impact and develop practical solutions. It will suit a qualified finance professional who is comfortable working across organisational boundaries, influencing at a senior level and translating complex information into clear, actionable insight.

This post can also be considered as a secondment for 12 months from your start date. If you are a Hywel Dda University Health Board employee and are applying for this post as a secondment, agreement for the secondment is needed from your current manager prior to application.

Main duties of the job

  • Leading the identification, development and communication of financial, efficiency and value opportunities, ensuring alignment with value-based healthcare programmes and effective engagement with Clinical Care Groups.
  • Providing leadership and direction for the Business Intelligence and Value, Costing and Commissioning finance teams, working closely with Finance Business Partners to support delivery of Health Board objectives.
  • Lead role within the commissioning agenda, focused on Long-Term Agreements and Service Level Agreements with other Health Boards and healthcare providers, assessing in-year performance and supporting effective financial negotiations to secure value and financial sustainability.
  • Working closely with the Head of Strategic Commissioning and other senior colleagues to support the development of regional working and collaborative service arrangements.
  • Continuing to develop and refine the Health Board’s costing methodology.
  • Providing oversight and expert input into financial impact reviews.
  • Developing the Health Board’s understanding of the financial impact of healthcare demand.
  • Working with the Assistant Director of Finance – Commissioning, Business Intelligence and Value across the Team's agenda.
  • Leading the Commissioning, Value and Business Intelligence team in supporting the development of annual business plans and three-year strategies.

Detailed job description and main responsibilities

The successful candidate will lead and shape key areas of the Commissioning, Business Intelligence and Value agenda, including support for service transformation, financial sustainability, medium and long-term planning, costing, commissioning arrangements and regional working. You will work collaboratively with colleagues within the Health Board and with external partners to ensure robust financial advice, effective agreements and a clear focus on improving value for patients and communities, whilst raising understanding of costs of service delivery and of efficiency opportunities within the Health Board.
