An exciting opportunity has arisen within the Financial Management department of Powys Teaching Health Board who are seeking a Senior Assistant Management Accountant & Team Leader.

This post is advertised as a Band 6, however applicants who do not currently hold all the necessary competencies to a Band 6 level are encouraged to apply and, if successful, will be appointed under Annex 21 rules whereby 65-75% of the top of Band 6 will be payable to be determined at appointment until band 6 competencies have been completed.

Main duties of the job

Supporting the Principal Finance Manager (PFM), this role is responsible for delivering financial management, planning, reporting and transformation support across the Health Board. It provides expert financial advice, analysis and forecasting to support strategic and operational decision-making, while ensuring compliance with Welsh Government and Board reporting requirements.

The post holder oversees the production of high-quality management accounting information, supports budget setting and financial planning, contributes to the Integrated Medium-Term Plan (IMTP) and wider financial strategy, and promotes strong financial governance and control.

In addition, the post holder helps lead and develop the finance team, manages pooled team staffing, and ensures the provision of effective financial support to service areas.

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Experience

Essential

  • Financial management/financial accounting in a complex organisation
  • Clear understanding of UK Generally Accepted Accounting Principles and their application
  • Previous experience of staff management
  • Strong communication skills with the ability to engage effectively with stakeholders at all levels both verbally and in writing
  • Extensive experience of using financial accounting and spreadsheet packages

Desirable

  • Experience of financial planning and forecast in the NHS or other public sector organisation

Skills and Attributes

Essential

  • Well-developed analytical and numerical skills
  • Analyse and interpret wide range of financial and non-financial data
  • Explain complex financial processes and data to non-financial people

Qualifications & Knowledge

Essential

  • Part qualified (CCAB) Accountancy qualification or equivalent knowledge and experience
  • Educated to degree level in relevant subject (e.g. Accountancy or financial discipline) or equivalent level of experience of working at a similar level
  • Previous experience of the NHS finance regime, with understanding of NHS infrastructure and financial management agenda
  • Evidence of continuous professional development
