The Role

To manage the specialist team with specific responsibility for the management of Unplanned Activity Treatments Requests (UNPACS),and Non Contracted Activity (NCA ) i.e. highly confidential patient referrals for elective and emergency treatments and services commissioned for NHS Lanarkshire residents but provided by other Health Boards/Trusts and private/external contractors across the UK.

The post holder will lead, co-ordinate and deliver an efficient out of area referral service that reflects the values of the organisation. You will have sole responsibility for commissioning highly specialised healthcare for NHS Lanarkshire residents that is not available within NHS Scotland.

The working pattern for this role is: Monday - Friday

In this key role, you will:

  • Be subject matter expert for out of area treatment and have overall responsibility for the management of all unplanned activity treatment requests (UNPACs)
  • Have sole responsibility for the commissioning of highly specialised healthcare for NHS Lanarkshire residents and manages all out of area treatment request. Is the authorised signatory for all out of area unplanned activity treatment approvals/refusals and their respective invoices and emergency Non Contracted Activity Invoices. A clear audit trail and recording of all decisions and investigations at each stage of the process is imperative.
  • Confidently liaise/negotiate with National Services Division Scotland in particular Commissioning Officers, Programme Managers/ Directors on issues related to out of area commissioning of highly specialised treatments from NHS England.
  • Liaise, discuss, and negotiate directly with Cross border/boundary Finance/Commissioning Directors, Assistant Directors, Managers and Officers in areas of work surrounding unplanned activity/non contracted activity for example with residency issues, patient treatments, complex financial queries and reasons for delay in payment which can often become contentious - persuasion and negotiating skills are paramount during this task.

What You'll Bring:

  • Educated to degree level or equivalent, plus significant experience of working within the Health, Planning and Financial environments within the NHS.
  • Excellent interpersonal and communication skills, are essential to all components of this role, both verbal and written.
  • have a high level of influencing and negotiating skills and the ability to deal confidently, and with discretion with all levels of staff and when dealing with difficult people and management of anger and aggression. Specialist interpersonal and communication skills
  • An understanding of cultural differences between national and international organisations
