Job summary
We are looking to recruit on a secondment or acting up opportunity a Quality and Governance Lead to support the Cheswold Park, sitting within the Forensic Care Group. This role is a senior leadership role which provides a crucial interface aimed at supporting the care group to develop and maintain robust governance frameworks and processes, high quality reporting, relies on exemplary communication skills and professionalism which enable the service to meet all organisational, regulatory and commissioning responsibilities. It supports clinical excellence, patient safety and leading on quality improvement methodology to deliver assurance to all key stakeholders and partners of improved clinical performance, quality and safety.
The post holder will work as part of the senior leadership trio alongside other governance colleagues and operational colleagues and senior managers to deliver a safe and effective service.

Main duties of the job
The postholder will drive the continuous improvement of our clinical services by appraising audit data and outcomes with a focus on meaningful change. Analysing incidents & complaints with a focus on learning. Developing & embedding quality improvement plans. Listening to our patients and key service users to inform the way we care. Produce monthly, quarterly, and annual reports that highlight successes and opportunities for improvement and development. Work as part of the senior leadership team to inform management of risk and opportunities. Ensure services are aligned with regulatory expectation and patient safety initiatives. Manage a contemporaneous risk register with a focus on risk reduction. Inform and develop local & national policy Provide advice, guidance and subject matter expertise on governance processes to all those involved in the leadership of clinical care.

JOB SUMMARY
The post holder will work as part of a shared leadership team, known as a TRIO, working alongside the clinical lead and service manager to achieve clinical excellence, patient safety and regulatory assurance; leading, innovating and managing the development of improved clinical governance, performance and quality improvement both within the service line,Care Group and where appropriate Trustwide
KEY RESULT AREAS:
- Lead the development of a culture of high quality care that both meets the needs of the service users and provides assurance across all services, ensuring that quality and governance is owned by all staff.
- Establish robust and effective clinical governance frameworks at Care Group level to ensure risk registers, incidents and serious incidents, quality standards and regulatory reqiurements are reviewed, updated and necessary improvement action is taken as required.
- Establish and maintain an effective communication network both within the Care Group and with key stakeholders across the Trust.
- Lead and motivate staff to ensure a high standard of professionalism, efficiency and effectiveness in the delivery of high quality care, fostering a culture of continuous quality improvement.
- Contribute to the development and implementation of Trusts policies and procedures to ensure governance issues are fully represented in policy and assist staff to interpret policy into practice.
- Contribute to the overall financial management of the Trust, utilising influence to ensure services are delivered efficiently, effectively and represent good value for money. This will include deploying financial and other resources to achieve maximum benefit for patients and applying principles of financial governance.
- Lead the trusts commitment to patient, service user, carer and public involvement in the way services are planned, developed and provided and to incorporate this approach in a way which respects issues of equality and diversity in all aspects of work.
- Make recommendations to the Trust on training needs as appropriate. This will include liaising with the appropriate specialist advisors in the identification of skills/knowledge gaps delivering training.
- Where required by the Trust Lead / Clinical Lead or Deputy District Director lead aspects of human resource management, for example, performance management, appraisal, staff development, investigations and complaints where appropriate recruitment and selection and employee relations.
- Embed systems for clinical supervision within the Care Group in line with Trust policy.
- Work closely with the Trust quality directorate to ensure all elements of safety, effectiveness and service user experience are aligned with the Trusts strategic quality objectives and processes.
Communication & Relationship skills
- Establish and maintain an effective communication network within the Care Group and with key stakeholders across the Trust
- Ensure that through effective networking, relationships are established and developed with professionals from a range of backgrounds, for example, Medical, Nursing, Social Work, Occupational Therapy, Physiotherapy, Psychological and Support Service Management Teams and other senior leaders.
- Receive complex and sensitive information (financial, analytical and key performance information) which may have significant barriers to acceptance and translate into understandable and meaningful information for staff.
- Present complex or contentious information to formal groups (colleagues, service users & carers) where acceptance of and delivery of content is critical to quality and assurance.
- Maintain confidentiality during communication, consistent with agreed local and national standards.
Lead, produce and communicate project plans to underpin key work streams.
Analytical and Judgement Skills
- Analyse, review and evaluate work streams to ensure that they are completed within agreed timescales and in accordance to the achievement of specific measures.
- Through critical reasoning identify risks or constraints to deliver against work streams:- these may arise through financial or human resources issues, governance, planning, knowledge and information management, external influences or partnership and engagement. Some will be made up of several components and may be in conflict
- Formulate and recommend solutions for the mitigation and management of these risks
- Interpret a broad range and significant volume of complex information.
- Create robust frameworks for monitoring and communicating progress on outcomes and key performance indicators.
- Produce summary reports of activities and actions and outcomes.
