The Role

SEISMIC SHIFT (SEISMIC Systemic Health Innovation Future Transformation) is a five-year innovation partnership led by the University of Strathclyde, NHS Lanarkshire, NHS Highland and NHS 24. It aims to transform from disease-based to symptom-focused health delivery, for the whole person, whole system and whole life. It uses a systems-thinking, systems-engineering approach to co-design interventions across three workstreams; symptom-focused multiple long-term conditions (MLTC) pathways, system planning for strategic transformation, and patient empowerment in prevention and self-care. SEISMIC SHIFT will be the sole focus for this post.

The post-holder will manage the NHS Lanarkshire components of SEISMIC SHIFT. The initial priority will be the practical implementation, coordination and evaluation of the NHS Lanarkshire breathlessness pathway, including supporting/refining related pathways and understanding the impact of MLTCs on unscheduled care. Wider SEISMIC SHIFT workstreams will be supported where they directly intersect with this local implementation work. High-level project plans have been created for each workstream, but the post-holder will develop more detailed plans with achievable milestones. This will require management of multiple discrete project plans, with the potential for overlap.

NHS Lanarkshire completed an earlier project which informed the SEISMIC SHIFT programme. This demonstrated that focusing on the symptom of breathlessness rather than the clinical specialty (respiratory and cardiac disease) reduced patient waiting times, supported earlier intervention, avoided hospital attendance for some patients, and increased multi-disciplinary working. The post-holder will support the practical delivery of the Lanarkshire breathlessness pathway, including patient pathway mapping, stakeholder coordination, MDT process development, implementation planning, action tracking, data capture, evaluation reporting and preparation for sustainable scale-up. This may include supporting the development of referral/vetting processes and agreed pathway markers within NHS Lanarkshire systems.

Please note this is a fixed term post for 24 months. Where a post only has temporary funding and an existing member of NHS Lanarkshire staff wishes to apply, this will be treated as a secondment. The employee MUST already have written agreement from their line manager to be released on a secondment before applying for the post.

In this key role, you will:

To establish and implement the Project through scoping of project, development of business case and development and execution of project plan that is acceptable to the project stakeholders.

Implement and maintain high quality Project Management & planning procedures to ensure all Projects under the remit of the department are effectively managed and controlled, to deliver the expected benefits to patients and staff. Provide advice, support and education in this area to the Projects Team and other relevant functions.

Build multi-disciplinary Teams with the appropriate mix of skills and knowledge for each Project (clinical, OD & Training, business analysis, technical etc) and establish strong relationships within teams in order to secure commitment to the organisational goals of each Project.

Establish & maintain effective working relationships with both internal and external stakeholders, to ensure full communication and co-operation with each Project to provide the highest level of Project management support and deliver expected outcomes

What You'll Bring:

Educated to degree level or equivalent

Management or Project Management qualification e.g. PRINCE 2 or equivalent relevant experience

Experience of working within the NHS

Proven track record of successfully managing diverse projects, through significant experience and evidence

Excellent interpersonal and communication skills.

Experience in dealing directly with stakeholders and customers.

Up to date awareness of Once for Scotland and other relevant policies

Effective project and action planning skills
