Job overview

The successful candidate will work to assist the Senior Procurement Officers, Deputy Head of Procurement and Assistant Director - Procurement in carrying out the duties and responsibilities of Strategic Procurement, in accordance with the Trusts Standing Financial Instructions (SFI’s) and procurement procedures, to help deliver value for money for the trust.

Under the direction of a Senior Procurement Officer, the successful candidate will be the procurement lead for allocated work streams and projects, managing their own workload, and supporting the Deputy Head of Procurement and Assistant Director – Procurement in the provision of a professional purchasing and supply service to the Trust.

The post holder will be required to undertake specific projects delivering against agreed timescales and outcomes for Trust Departments and Divisions.

The post holder will hold or be studying towards the professional diploma of the Chartered Institute of Procurement and Supply or have equivalent experience in a busy procurement department.

The post holder must be able work as part of a team, ensuring that relevant procurement information is disseminated throughout the Procurement department as necessary.

Support the Deputy Head of Procurement and Senior Procurement Officers and under their direction lead a range of procurement projects to deliver against the procurement workplan and cost improvement programme.

Under the general direction of the Senior Procurement Officers and Deputy Head of Procurement prepare and issue tender documentation,

evaluate and assist with the negotiation of tenders received against the specification, and prepare analytical summaries in preparation for contract awards, ensuring that all contracts maintain fair and equal competition.

DUTIES AND RESPONSIBILITIES

  • Support the Deputy Head of Procurement and Senior Procurement Officers and under their direction lead a range of procurement projects to deliver against the procurement workplan and cost improvement programme.

  • To liaise with the stakeholders and other project representatives to determine precise requirements in terms of specification and other clinical or user-based requirements.
  • Invite competitive quotations from suppliers in accordance with thresholds for competition, producing the appropriate documentation, analysing the results, prepare and present comparative prices and make recommendations to the end-users, ensuring details are recorded in the quotations register.
  • To assist in the preparation and administrative work for large scale tenders including arranging and attending meetings with internal customers and external suppliers.
  • To regularly use information systems to create documents and reports
  • Manage the maintenance portfolio
  • Monitoring orders going through Integra that are over £12k so that they can be published on Contracts Finder
  • Maintain good supplier relationship.
  • Liaise with the Trusts’ Finance Departments on all aspects of order processing as required.
  • To work closely with collaborative organisations such as NHS SBS, NHS Supply Chain etc
  • Assist in the development of procurement procedures and policies.
  • Contribute to the professional development of the Trust Procurement Team.
  • Attendance at meetings, conferences, development workshops etc at any location within the country as deemed necessary and appropriate.
  • To deputise for the Senior Procurement Officers as and when required
  • To supervise the Apprentice Procurement Assistant, when required

Qualifications

Essential

  • Currently hold or is in the process of achieving entry level professional procurement qualification from Chartered Institute of Purchasing and Supply (CIPS Level 4+), or equivalent.
  • Willingness to undertake any training as required by the Trust

Desirable

  • 5 GCSEs at Grade C or above including Maths and English (or equivalent, including Functional Skills Level 2)
  • Educated to degree level or equivalent
