Reporting to the Deputy Head of Procurement, the post holder will work as part of the Procurement Team to ensure that the purchase of all goods and services are undertaken in the most efficient and effective manner to provide value for money and maximise public benefit.
The post holder will ensure that the Trusts procurement is undertaken in accordance with the Trusts Standing Financial Instructions and the Procurement Strategy, including managing and co-ordinating all activities associated with competitive tendering, such as the preparation of tender documents, evaluation and awarding of contracts in line with stakeholder requirements.
Supports the Head of Procurement and the Deputy Head of Procurement with the implementation of procurement processes and systems across the Trust and influences how the Trust makes best use of its non-pay spend through professional purchasing practices and techniques. The post holder will also assist with the development, coordination and delivery of the procurement workplan and commercial pipeline.
The Procurement Team is targeted with an agreed savings delivery target of £500k per annum and the post holder will be expected to significantly contribute to the successful delivery of this target.
The post holder will, together with the Deputy Head of Procurement, ensure that contractual coverage through Procurement increases incrementally in order to deliver best value for the Trust.
Main duties of the job
Ensure compliance with all current and relevant legislation, Trust Standing Financial Instructions and departmental policies and procedures on Procurement.
- Identify the needs of the organisation and deliver compliant, fit for purpose, contracts for the supply of goods and services.
- Challenge purchasing routes and assist with the implementation of procurement policies and strategy to ensure all spend over SFI’s threshold is via compliant routes.
- Manage an assigned portfolio of contracts and projects from establishment of requirements through to completion and identify new contracts and contract development opportunities.
- Ensure appropriate purchasing routes and contracts are in place for assigned portfolio and contracts are renewed in accordance with agreed timescales and to meet operational requirements. Actively encouraging competitive tendering, recommend purchasing routes and assist in development of annual savings plan, as and when required.
- Prepare procurement documents and detailed project plans focused on achieving value for money utilising the Trusts Contract Management System to aid this process through analysis of database information and preparation of statistical reports and recommendations.
- Ensure timescales are met for the delivery of procurement related deadlines and report to the Deputy Head of Procurement any problems in achieving deadlines.
