The Role

To provide robust, expert and essential financial advice and support to the Chief Executive, Executive Directors and members of Corporate Management Team

To provide financial leadership within the Acute and Corporate areas as part of a single finance structure within NHS Lanarkshire and manage the core management accounting services for both areas.

To support Heads of Service, Deputy Directors and Directors in developing Directorate financial objectives on an ongoing basis.

To provide expert advice and input into the financial planning process

To ensure that the agreed financial objectives, both financial breakeven and Sustainability & Value targets are achieved and that robust financial monitoring systems are developed, implemented and monitored for the Acute and Corporate areas.

To provide financial information and advice to managers and directors within the Directorate to support agreed outcomes.

To support partnership working within NHS Lanarkshire and externally with other key agencies.

To work closely with all senior finance staff across NHS Lanarkshire to take forward a single system approach to service delivery within corporate financial targets.

In this key role, you will:

Lead and manage the provision of specialist financial expertise and advice across the wide and diverse range of complex Directorates, Functions, professions, disciplines and working groups including supporting Heads of Service, Deputy Directors and Directors in understanding and addressing a range of highly complex, sensitive and challenging financial issues affecting the operational and strategic development of both Acute and Corporate Services.

Responsible for review of complex and detailed monthly and annual financial performance information relative to the Acute and Corporate Directorates, ensuring robust analysis and assessment of issues, and identification of key pressures and risks. Where performance is not in line with plan, proactively lead operational work with, Heads of Service, Deputy Directors and Directors to identify potential risks and proposed solutions.

Ensure that robust performance management arrangements are in place to deliver financial reports within the Acute and Corporate Directorates. This will include development and implementation of consistent and best practice arrangements for budgetary control, accounting processes and reporting procedures, in collaboration with other Senior Finance Managers.

What You'll Bring:

Will be a fully CCAB/CIMA Qualified Accountant with significant management experience in health or other complex multi-disciplinary organisation.

Expert knowledge of financial and accounting procedures, financial and other aspects of legislation and NHS finance policies; experience and expertise in finance management, strategic and staff leadership roles; acquired through: Professional Accountancy Qualifications or equivalent, further specialist training and experience

Will have evidence of Continuing Professional Development.

Will require an expert knowledge of accounting concepts, conventions, policies and procedures and the requirements of the NHS financial regime and the legislative framework within which it operates.

Carries responsibility for developing policy and procedures in a particular area of financial services, which will impact across the whole organisation. Develops financial policies and practices for the organisation, working jointly with other organisations to create a consistent approach; implements national policies and practices

Will have extensive experience of interpreting and reporting on highly complex financial information and providing advice to multi-disciplinary teams using specialist knowledge of the application of accounting standards and financial policy.

Will have proven analytical ability with a track record in general or senior management within a complex, multi-disciplinary public or private organisation, including experience of project management.
