Main duties of the job

As the Group Head of Rostering and Resourcing, you will provide strategic and operational leadership for rostering and resourcing and services across Lincolnshire Community and Hospitals NHS Group.

Working closely with senior leaders, you will lead the development and optimisation of rostering and resourcing systems, ensuring the effective deployment of staff to support safe, high-quality patient care and an excellent staff experience.

You will drive transformation, productivity and service improvement initiatives, using workforce data and intelligence to identify opportunities. The role will provide expert advice on rostering, resourcing and workforce planning matters, helping managers and leaders make informed decisions that enhance our operational effectiveness.

The postholder will oversee governance, reporting and assurance processes, ensuring compliance with national standards, legislation and best practice. Delivering efficiencies and ensuring value for money.

Detailed job description and main responsibilities

  • Lead the strategic and operational delivery of rostering, temporary staffing and workforce deployment services across the Group.
  • Drive workforce efficiency, productivity and cost improvement initiatives through effective workforce planning and deployment.
  • Oversee the development, optimisation and governance of Health Roster, Staff Bank and associated workforce systems.
  • Lead workforce transformation and service improvement programmes to enhance operational performance and staff experience.
  • Develop and monitor performance metrics, reporting frameworks and workforce intelligence to support informed decision-making.
  • Provide expert advice and support to senior leaders on rostering, resourcing and workforce planning matters.
  • Ensure compliance with statutory requirements, workforce policies, governance standards and rostering best practice.
  • Manage delegated budgets, contracts and resources, ensuring value for money and delivery of financial objectives.
  • Lead, motivate and develop a high-performing team through compassionate, inclusive and empowering leadership.
  • Build strong relationships with stakeholders across operational, corporate and clinical services to deliver organisational priorities.
  • Support the delivery of the Group Workforce Strategy, NHS workforce priorities and long-term workforce sustainability plans.
  • Promote a culture of continuous improvement, innovation, staff engagement and excellent service delivery.

Person specification

Knowledge

Essential

  • Knowledge and understanding of working in a wider system of integrated care.
  • Knowledge of Rostering and Resourcing Principles with a good understanding of Working Time Directive regulations.
  • Able to develop and deliver strategic objectives for the Directorate and contribute to delivery of organisational objectives.
  • Knowledge of key national NHS policy and strategies, with an understanding of the social, economic and political environment of the Group.

Desirable

  • Knowledge of project and programme management principles.
  • Able to use benchmarking to inform decision making.
  • Extensive knowledge and experience of the Allocate Rostering and Staff Bank suite

Experience

Essential

  • Experience of working at a senior level and developing and leading high performing teams.
  • Demonstrable experience in leading, motivating and managing teams.
  • Significant experience of communicating and working with very senior managers and leaders.
  • Experience of budget management and staff management.
  • Experience of managing competing workloads concurrently, changing priorities and complex situations with the ability to take responsibility for and resolve complex and sensitive issues.
  • Experience of risk, governance, assurance and workforce shaping.

Desirable

  • Significant experience of temporary staffing within the NHS

Qualifications

Essential

  • Educated to Master's level (Level 7) in a relevant subject, equivalent experience, or willingness to work towards this qualification
  • Evidence of recent project management and/or change management experience or qualifications
  • Evidence of continuing professional development (CPD).

Desirable

  • Allocate professional qualifications, Certified Administrator, Certified Professional or Certified Specialist.
  • Professional training/qualification in Human Resources (e.g.: CIPD Level 5 or above)

  • Excellent written and presentation skills for both technical and non-technical audiences. Passionate about quality
  • A commitment to improving patient services through an ability to sustain a clear performance focus on achieving demanding goals

Desirable

  • Experience of contract management and procurement, specifically relating to procurement and NHS Alliance Framework.
