An exciting opportunity has arisen for a motivated, enthusiastic and experienced leader to become a key member of the Surgery & Digestive Diseases Clinical Service Unit (CSU) leadership team.

The successful candidate will provide leadership and management support to ensure high quality, safe, effective and patient centred services across the CSU.

Working alongside the Senior General Manager and Clinical Director the post offers career development and will be responsible for the delivery of financial, strategic and operational standards.

The post holder will be a role model for staff, demonstrating the Trust's values through their leadership behaviours, work collaboratively and be flexible and resilient in order to cope with the demands and changing needs of the service.

Strong influencing and negotiation skills will need be required and a demonstrable track record of delivery in a large and complex operational setting.

Main duties of the job

An experienced, motivated and independently minded leader who can act on their own initiative, adopting a values led 'can do' style within a climate of constant change and uncertainty to develop and manage the day to day operations and performance within a Clinical Service Unit.

Reporting to the Clinical Director or the Senior General Manager as appropriate, the post holder is responsible, in conjunction with the CSU triumvirate, for the safe and effective delivery of all patient services within the CSU. This involves achievement of all operational performance targets, including access, finance, and quality.

The postholder is also responsible for improving services in line with best practice standards within the available income.

Working closely with the triumvirate, the General Manager will ensure that the CSU has systems in place to comply with relevant legislation and governance requirements.

The General Manager will establish and foster an effective working relationship with the Corporate Operations Team, Clinical Directors, Deputy Directors of Nursing, Specialty Leads and Matrons to lead improvements in operational performance, service delivery and the achievement of organisational priorities.

Detailed job description and main responsibilities

Primary Duties

  • To be a key member of the CSU Leadership Team, taking full responsibility for actions and for keeping other team members fully informed at all times.
  • In partnership with clinical colleagues, the General Manager will ensure that activity and quality targets are achieved and will develop action plans to manage any variances.
  • Have operational and strategic responsibility for pathway management and delivery of performance targets for all specialties within the CSU. This will include waiting list management, access standards, cancer standards, workforce and finance.
  • Be responsible for operational flow, capacity and demand management and ensuring pathways are optimised to support performance targets and financial targets including CIP.
  • Ensure daily processes are in place to identify early any risks to achievement of performance targets and develop detailed recovery plans for any area below expected performance.
  • Ensure that the availability of services are optimised for the benefit of patients and that appropriate contingency arrangements are made if it is not possible for the CSU to provide normal service.
  • Ensure that operational delivery also provides high quality of care to patients.
  • The General Manager will demonstrate a clear commitment to and role modelling of the Trust values.
  • Ensure the Clinical Director is kept updated on all performance areas within the CSU and highlight any specialties of concern.
  • Develop business cases on behalf of the Clinical Director to support service development or improvement.
  • Support the achievement of ongoing productivity and efficiency improvements across the organisation.
  • Ensure that administrative/clinical pathways and procedures are continuously improved to support the delivery of efficient and effective services to achieve and maintain targets and internal performance measures.
  • Take responsibility for ensuring maintenance and quality assurance is in place for all equipment resources.
  • Where required, deputise for the Senior General Manager and be expected to work autonomously and make decisions when necessary.
  • Responsible for ensuring robust processes are in place for patient administration and to record and code activity within the unit, ensuring income is received.
