Job overview

Responsible for the electrical & mechanical engineering section including supporting the first line management of directly employed staff.

Act as Authorised Person in relation to Low Voltage Electrical systems.

To supervise the Estates Technicians ensuring compliance with Trust safety procedures and standards.

Issue work to team members, utilising the maintenance management system, to ensure breakdown and planned maintenance works are carried out efficiently and effectively.  Ensure that the maintenance management system is kept updated and accurately records work to be done and completed works.

Responsibe for checking the quality of work carried out by in-house directly employed labour (DEL) maintenance team and external contractors and ensuring that appropriate remedial works are carried out and job sheets are correctly completed and returned to the Helpdesk in a timely manner.

Adopt a flexible approach to works and a good understanding of other trades, services and plant.

Detailed job description and main responsibilities

  • Setting standards to be applied across all work which reflect the Trust requirements for high quality maintenance services. Will form effective communication with all other Estates and Facilities staff to ensure adequate arrangements are made to carry out all assigned duties.

Liaise with Estates management , other Team leaders, storekeeper and the Estates Helpdesk to ensure that spare parts and materials are procured efficiently and in a timely manner in accordance with SFI’s.  Contact suppliers directly and raise internal orders as necessary.

Will form effective communication with all other Estates and Facilities staff to ensure adequate arrangements are made to carry out all assigned duties.

Liaise with various Trust employees and external contractors. i.e.: Senior Managers Ward / admin staff, Service Contractors etc.

To actively participate in the operation and control of planned preventative maintenance (PPM) schemes and ensure that the department’s completion targets are met with respect to the proportion of PPM completed and that these are captured on a digital facilities management platform.

Undertake the role of Authorised Person for various specialities and appoint competent persons (CP’s) as appropriate to ensure safe and efficient control of site electrical operations.

Organise all issued jobs in terms of site measurement and estimation of materials required.

Ensure that maintenance tasks are appropriately batched together so that minimum time is lost through travel time by maintenance staff carrying out repairs.

Ensure that all maintenance work requests are carried out in the appropriate priority order and carried out efficiently and to the correct standard. This includes allocating work to maintenance staff as necessary via A digital facilities management platform to ensure that work is carried out in priority order and that the Department’s response time targets are met.

Assist in the preparation of minor works quotations and quantities of materials required to carry out jobs. This will include carrying out surveys and taking measurements and liaising with external contractors and suppliers as necessary.

Supervise the delivery of the Trust specialist cleaning programmes including six monthly deep cleans of theatres and annual deep cleans and specific maintenance works of all ward and clinical areas.

Incidental patient contact

To work in accordance with all relevant guidance documents such as, but not limited to, Hospital Technical Memorandums, Water Regulations, Prevention of Legionella (L8), Health & Safety at Work Act, COSHH, Pressure systems, lifting equipment, medical gases and all other statutory instruments and guidance documents

Setting standards to be applied across all work which reflect the Trust requirements for high quality accommodation and high quality maintenance.

To carry out regular Health & Safety Toolbox talks for all staff in relation to common health and safety risks and job tasks carried out by trades staff

Actively participate in suggesting and implementing approved improvements to service(s) and in exercising professional responsibility for both themselves and their peers within an open ‘fair and just’ culture. This includes active participation in the Estates Department’s Forum meetings.

To be prepared to work in hazardous areas taking all safety measures to prevent danger, avoid injury.

To be prepared to work within environments that could be deemed as stressful, emotionally disturbing, or uncomfortable i.e. mortuary, ducts, operating theatres etc.

To be prepared to work in unpleasant working conditions such as ducts, drains, sewers etc.

Operate and fully participate in the Trust’s Health & Safety policies and procedures including the use of Permits to Work, Risk Assessments and Method Statements applicable to the task.

Responsible for ensuring compliance to all Estates related Quality Assurance system Procedures and to undertake Quality Audits/checks of maintenance and PPM tasks carried out by the building maintenance team.

To be prepared to work in hazardous areas taking all safety measures to prevent    danger and avoid injury.

To be prepared to work within environments that could be deemed as stressful, emotionally disturbing, or uncomfortable ie, mortuary, ducts, operating theatres etc.

To be prepared to work in unpleasant working conditions such as ducts, drains, sewers etc.

May be required to drive Trust vehicles.

Adopt a flexible approach to works and have a good understanding of other trades, services, and plant.

  • Carry out the duties of an appointed Authorised Person (AP) or Competent Person (CP) as the service requires.
  • Attend agreed training as required by the Estates management. This may require attending external training establishments as necessary, this may involve out of hours travelling and studies as part of the course(s).

To supervise the Estates Mechanical and Electrical staff engaged in maintaining the Trusts electrical and mechanical systems and equipment

To deputise for other Team Leaders in their absence.

To support the Estates management team in the line-management duties of the trades staff in the Estates building team including annual Appraisals, sickness reviews and back-to-work interviews.

To undertake any training which the management feel that would enhance and develop of staff.

To pass on skills and/or technical advice and/or support to all levels of staff and contract.

Monitor outstanding work that is not completed on the digital facilities management platform to ensure that it is completed in an appropriate timescale and that tasks do not experience unnecessary delays due to unavailability of spare parts, specialist contract staff or labour resource as required.

  • Provide guidance to the Estates M&E maintenance team in relation to matters of technical compliance method of installation, materials etc.
