Job overview
This is a pivotal leadership position responsible for ensuring that all Statutory and Mandatory requirements for Building & Engineering compliance provided by in-house teams and contracting partners are satisfied and all operational performance is being appropriately managed.
The successful candidate will possess a high level of building and engineering technical expertise that will be shared with the Operational teams to provide operational excellence, patient, staff and visitor safety, and effective management of the estate.
In line with the NHS Management and Leadership Framework and Code of Practice, the post holder will demonstrate compassionate, inclusive and accountable leadership, model GSTT values, and create psychologically safe environments in which staff can speak up, learn and improve.
The post holder will use service, workforce and quality insight to identify and reduce inequity, support anti-racist practice, and improve fairness, belonging and outcomes for staff, patients and service users, including people from marginalised groups.
As one of the Essentia Leadership Team you will be required to work one weekend every 3 months and be part of the Directorates on-call rota.
Main duties of the job
Ensures that the Trust Estate is compliant in terms of Statutory, Mandatory, Regulatory, Best Practice, HTM and other relevant standards, including providing advice on compliance implications of any Department of Health or Health and Safety Executive initiatives or changes in legislation.
Ensure that the Building & Engineering services, both outsourced and in-house, are compliant with the required specification and standard against national statutory, regulatory, best practice and contractual standards; and where there is a gap in compliance to ensure this is escalated to the Head of Compliance.
Ensure that the Trust complies with its responsibilities including but not limited to:
- Health and Safety at Work etc. Act 1974
- The Management of Health and Safety at Work Regulations 1999
- Care Quality Commission (CQC) (Registration) Regulations
- Health & Social Care Act
- Department of Health guidance relevant to Estates and Facilities Services
- Health Technical Memorandum 00 Policies and principles of healthcare engineering.

Essential
- Excellent understanding and specialist knowledge of NHS Estates departments.
- Highly developed communication skills, with ability to communicate highly complex information where exceptional influencing skills are required.
- Demonstrates advanced practical engineering skills acquired through extensive training and experience, including the ability to inspect, assess and diagnose defects within complex healthcare engineering systems.
- Detailed technical understanding of legislation governing the provision of Building & Engineering services and the ability to translate this into practice

Previous experience
Essential
- Track record of engineering compliance experience within an Estates, Facilities, infrastructure or equivalent complex operational environment.
- Detailed understanding of the engineering requirements within a complex NHS environment.
- Experience of leading complex services in the NHS or an equivalent regulated environment, with evidence of service improvement, compliance and stakeholder partnership working
Qualifications/ Education
Essential
- Education to first degree level or equivalent demonstrable experience, in an engineering discipline alongside additional in-depth professional training and specialist knowledge.
- Authorised Person/ Responsible Person training/qualifications.
- H&S qualification, NEBOSH or equivalent health and safety qualification / demonstrable knowledge Diploma, IOSH or equivalent health and safety qualification / demonstrable knowledge.
Desirable
- Chartered Engineer (CEng).

Essential
