This is an exciting opportunity to play a key role in supporting the Associate Director of Safeguarding and influencing the future of health and care across GM. As a strategic commissioning organisation, NHS GM is responsible for improving quality, safety and outcomes across the system, with safeguarding embedded within its commissioning, assurance and quality improvement responsibilities.
The post holder will bring significant current experience in adult safeguarding, alongside the professional credibility, leadership skills and expertise required to support NHS GM in meeting its statutory safeguarding duties. Working within a complex and evolving health and care system, the post holder will provide expert advice, support and leadership to ensure safeguarding arrangements are effective, responsive and aligned to national guidance and best practice.
As a Designated Nurse/Professional for Adult Safeguarding, the post holder will lead the delivery of the designated safeguarding function and provide specialist advice to commissioners, providers and system partners. A key aspect of the role will be shaping safeguarding commissioning arrangements across Greater Manchester, ensuring safeguarding requirements are embedded within commissioning strategies, service specifications, procurement processes, contract management and provider assurance frameworks.
Main duties of the job
Provide designated expertise, support and advice into the safeguarding leadership team in overseeing delivery of NHS GM’s statutory adult safeguarding functions and undertaking of statutory reviews.
Present the findings of reviews to NHS GM and other relevant partners ensuring recommendations are implemented.
Where necessary be the contact point for statutory partners (Local Authorities and the Police) Attend strategic meetings across the safeguarding partnership arrangements representing NHS GM and be recognised as part of the system leadership for safeguarding.
Manage agreed place and system wide work areas, working with other designated and safeguarding professionals.
Work with the Heads of Safeguarding to oversee the delivery of safeguarding in commissioned Providers at place, providing assurance to and Directors of Safeguarding, the Chief Clinical Officer and key Safeguarding governance groups, escalating concerns and risks as necessary.
Detailed job description and main responsibilities
The post holder will be supported in this role by the Associate Director of Safeguarding and the Assistant Directors of Safeguarding, Designated Doctors for Safeguarding, Named GPs for Safeguarding, and the Designated Nurses for Safeguarding Children and Children in Care who collectively form the Safeguarding Team.
This will be varied and will adapt over time as NHS GM develops to align with national NHS reforms. However, the postholder is expected to fulfil the following key functions:

This post is subject to the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (Amendment) (England and Wales) Order 2020 and it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service.

Knowledge
Essential
- Advanced understanding of current adult and child safeguarding legislation, guidance & best practice relevant to the role.
- Advanced understanding of the Care Act 2014 and the Children and Families Act 2014 (e.g. children in transition to adult services, section 42 enquiries).
Desirable
- Understand the commissioning and planning of adult safeguarding/ adult services such as mental health and learning disabilities.
Experience
Essential
- Significant post registration experience of working with vulnerable groups relevant to the post. Proven and significant leadership experience with significant evidence of continued professional development.
- Significant experience of working as a senior safeguarding adults’ position in complex health/social settings
- Significant experience of providing expert advice to the management executive and at board level Evidence of experience in working with senior managers, clinicians, and their staff in a commissioning Environment
