We are seeking an experienced and motivated finance leader to join our team as Deputy Director of Finance - Business Partnering. This is a key leadership role within the Finance Leadership Team, providing financial leadership across the organisation and supporting the delivery of high-quality, sustainable health and care services for our population. The role works closely with Chief Officers, Lead Directors, budget holders and system partners to support effective decision-making and strong financial stewardship across the ICB, which is responsible for commissioning services and managing resources of over £5.7 billion.

We are looking for a credible and collaborative leader with excellent financial expertise, strong attention to detail and a proven track record of delivery. You will be an effective problem solver, able to use sound judgement to navigate complexity, resolve challenging issues and support the organisation to deliver against its financial plan.

Main duties of the job

As the lead for Business Partnering, you will be responsible for ensuring robust financial management arrangements are in place, overseeing the delivery of month-end reporting, supporting financial planning processes, driving delivery of efficiency programmes, and maintaining strong relationships with Chief Officers, Lead Directors and budget holders across the organisation. You will lead and develop high-performing teams, support key decision-making forums, and work collaboratively with NHS and Local Authority partners to resolve complex challenges and deliver practical solutions.

This is a hybrid role. Office working in Eastleigh on several days per week is essential.

Detailed job description and main responsibilities

Lead the Business Partnering function, providing strategic financial leadership, support and challenge across the ICB.

Build strong relationships with Chief Officers, Lead Directors, budget holders and system partners to support effective decision-making and delivery of organisational objectives.

Oversee the delivery of high-quality financial reporting, forecasting and budget management processes, ensuring robust financial control and stewardship.

Support financial planning processes and provide financial expertise to help develop and deliver sustainable financial plans.

Drive the delivery of efficiency, productivity and transformation programmes through high-quality financial analysis, insight and challenge.

Provide expert financial advice and analysis on highly complex financial and organisational issues, supporting informed decision-making across the organisation.

Support key decision-making forums by providing timely, accurate and relevant financial information and recommendations.

Ensure robust governance, risk management and compliance arrangements across areas of responsibility.

Lead and develop high-performing finance teams through compassionate and inclusive leadership.

Work collaboratively with NHS providers, Local Authorities and wider partners to resolve complex challenges and support delivery of system objectives.

Deputise for the Director of Operational Finance and Chief Finance Officer as required, providing senior financial leadership and representing the organisation at key internal, system, regional and national meetings and forums.

Planning and Organisation:

Lead the Business Partnering function across the ICB, ensuring the provision of high-quality financial leadership, support and challenge to Chief Officers, Directors and budget holders.

Lead the development of robust financial plans aligned to organisational priorities, supporting the delivery of sustainable, high-quality services within available resources.

Establish, maintain and strengthen financial reporting frameworks that support timely, accurate and effective decision-making across the organisation.

Work with senior leaders to develop and maintain financial governance arrangements that enable robust, transparent and timely decision-making.

Support the development and implementation of organisational and system-wide strategies, ensuring financial implications are fully understood and considered.

Develop strong relationships across the ICB, NHS providers, Local Authorities and wider partners to support collaborative working and financial sustainability.

Work collaboratively across the ICS to identify opportunities for efficiencies, improved value for money and financial improvement.

Provide expert financial advice to support commissioning and investment decisions that improve health outcomes, reduce inequalities, enhance quality and patient experience, and ensure the best possible use of public funds.

Policy and Service Development:

Support the development and implementation of the ICB's financial strategy, ensuring alignment with organisational and system priorities.

Provide expert financial advice on new initiatives, programmes and service developments, ensuring robust financial evaluation and governance arrangements are in place.

Act as the finance lead for joint working with Local Authorities, including the development, oversight and governance of pooled budget arrangements.

Promote awareness and understanding of financial, commercial and value-for-money issues across the organisation, identifying and implementing appropriate training and development programmes.

Support the development of financial policies, procedures and control frameworks that strengthen financial management and accountability.

Analytical and Judgement Skills:

Provide expert analysis and judgement on highly complex, sensitive and often contentious financial, operational and strategic issues.

Interpret extensive financial, operational and performance information to support effective decision-making and organisational performance.

Assess and manage financial risks, identifying emerging issues and recommending appropriate mitigating actions.

Apply sound judgement and business acumen to complex financial challenges, balancing multiple priorities and providing practical solutions in uncertain environments.

Provide high-quality financial advice and solutions to support organisational and system objectives.

Financial and Physical Resources:

Support the Chief Finance Officer and Director of Operational Finance in ensuring robust systems and processes are in place to maintain effective financial control, stewardship and accountability.

Provide visible and accountable financial leadership for substantial budgets across the ICB, ensuring effective budget management, monitoring and forecasting arrangements are in place.

Lead the development, monitoring and delivery of efficiency, productivity and cost improvement programmes, ensuring quality and performance are maintained.

Act as the finance lead for collaboration with NHS providers and Local Authority partners to support system-wide financial sustainability and efficiency.

Support the development of comprehensive financial plans that ensure compliance with statutory duties and effective stewardship of public funds.

Ensure effective performance management frameworks are in place to monitor expenditure, manage risk and support financial resilience.

Support strong audit and governance arrangements to ensure propriety and compliance across all areas of financial responsibility.

People Management:

Lead and develop high-performing finance teams, fostering a culture of collaboration, continuous improvement and professional development.

Build and maintain positive working relationships across organisational boundaries to support effective partnership and matrix working.

Knowledge, Training and Experience

Essential

  • Full qualification in one of the individual CCAB bodies or CIMA.
  • Master’s degree or equivalent qualification.
  • Expert knowledge of the NHS system reform agenda.
  • At least five years’ experience of working at a strategic and very senior management level.
  • Demonstrable ability to think, plan and manage strategically.
  • Demonstrable track record of leading procurement, contracting and performance management processes in large and/or complex organisations or having substantial and complex responsibilities in a smaller organisation.
  • Demonstrable track record of success in multidisciplinary settings and in leadership roles.
  • Demonstrable experience of formulating long term strategic plans in large and/or complex organisation.
  • Demonstrable substantive experience of managing a complex portfolio.
  • Demonstrable experience of the development & successful implementation of significant new systems, processes & technologies
  • Significant experience of effectively managing budgets and contracts with external providers at a senior level.
  • Proven experience of leading and managing significant service changes, in a complex environment, across organisational boundaries.
