Job overview

This post will lead the Legal & Commercial function for the Healthier Futures programme to manage and control all the aspects of the new Leighton Hospital redevelopment in relation to procurement planning/strategy, commercial contracts and documentation, insurances and property related to the New Hospitals Programme that may be progressed as part of the programme. In order to do this there will be close working relationships with the Trusts Head of Procurement and procurement team together with the Finance function.

Main duties of the job

  • The Commercial Director will provide leadership in commercial, procurement, and contract management, driving excellence in project delivery.
  • Key responsibilities include delivering strategic commercial advice that ensures value for money, quality, and continuous improvement, while also developing and promoting Trust policies that enhance patient care and staff work environments.
  • The role involves contributing to the Trust’s commercial and procurement strategies, focusing on the Healthier Futures Programme, and supporting the development of team members and stakeholder education on commercial processes and procedures.
  • Together with the Construction Director, the development of the Programme specific Master Plan including the procurement of accommodation for services deemed critical to the functioning of the new hospital.
  • Lead the development of a “route map” for the Master Plan for the wider site development (following demolition of the existing hospital) and provide the key link between the Programme and the Trust’s site redevelopment strategy.
  • Lead cost management efforts across the programme, ensuring best practices within the Project Management team and with externally appointed Cost Advisors. This role involves scrutinising cost forecasting, cash flow management, and expenditure reporting for the Programme.

Detailed job description and main responsibilities

  • Develop a comprehensive Trust procurement strategy for the new hospital programme at MCHT aligned with scheme goals and timelines. Conduct thorough market research and supplier evaluations to identify potential vendors, ensuring the selection of reliable and cost-effective partners
  • Deliver efficient procurements utilising NHP and existing routes to market and running effective tenders in the market that provide sufficient visibility of pipeline, offer sensible timeframes within which to engage and avoid any duplication or wasted effort
  • Lead the procurement process for contractors, consultants, and equipment required for the scheme, ensuring compliance with procurement regulations and the wider NHP procurement strategy
  • Implement effective cost control measures throughout, optimising expenses without compromising on quality and scheme development timelines
  • To work with the finance team, Project Management team and Cost Advisors to undertake monthly reporting on forecast expenditure and cashflow against defined project budgets.

Person specification

Experience

Essential

  • Experience in NHS or other politically high-profile organisations
  • Subject matter expertise across a number of key areas relating to Contract Management; Evidence of post qualification experience in Construction or Professional Services with evidence of a Commercial and Contractual bias
  • Extensive experience in a variety of Procurement and Contracting models and specifically in Construction NEC based contracting environments, using a range of reimbursement models.
  • Demonstrable experience of working in a large infrastructure programme interfacing with project managers, planners, risk managers and project controls with demonstrable experience of strategic Cost Management at a programme level

Desirable

  • Experience of facilitating team development workshops and organisational development interventions.

Knowledge and Skills

Essential

  • Knowledge and understanding of the New Hospital Programme
  • Excels in both influencing and negotiation
  • Ability to demonstrate a high level of expertise in providing senior leadership

  • Demonstrable coaching experience

Qualifications and Training

  • Relevant qualification to masters level or equivalent experience
  • Relevant professional qualification, eg MRICS
  • Recognised Project Management qualification (e.g. PRINCE2 Practitioner) or relevant experience
