This is an exciting opportunity for an outstanding, values-driven leader to join the newly formed West and North London Integrated Care Board (ICB) as Chief Finance Officer and Deputy Chief Executive Officer.

We are seeking an exceptional strategic leader to join our Executive Management Team and Board as Chief Finance Officer (CFO) and Deputy Chief Executive Officer. This influential role will play a pivotal part in shaping the future of health and care services for 4.5m residents, manage a £12bn commissioning budget to ensure the long-term sustainability of the NHS whilst improving outcomes, reducing inequalities and delivering better value for public resources.

As CFO and Deputy CEO, you will provide visionary leadership across the financial, commissioning, contracting and estates agenda, while working collaboratively with executive colleagues, system partners, local authorities, providers and communities to deliver the ambitions of the NHS and our Integrated Care System.

Main duties of the job

You will lead the development of innovative approaches to resource allocation that support financial sustainability, improve equity and enable the shift from hospital-based care towards prevention, community-based services and population health outcomes. You will ensure the highest standards of financial stewardship, governance and regulatory compliance, providing assurance that resources are used effectively to maximise benefits for local populations.

As Deputy Chief Executive Officer, you will work in close partnership with the Chief Executive Officer to provide strategic and operational leadership across the organisation, supporting the delivery of the ICB's vision, objectives and statutory responsibilities.

We are looking for an inspiring and credible leader with significant board-level experience, a strong track record of financial leadership within complex organisations and a passion for improving population health. You will be politically astute, highly collaborative and capable of influencing at the most senior levels. Above all, you will demonstrate compassionate, inclusive leadership, a strong commitment to our values and a determination to improve health outcomes and reduce inequalities for the populations we serve.

Terms of appointment

The terms and conditions of the role will be set in accordance with Very Senior Manager terms.

The remuneration for the role will be set in accordance with the national NHS Very Senior Managers Pay Framework and will be subject to remuneration committee and NHSE / DHSC approval (if required).

  • Current thinking on practices which reduce health inequality, improve patient access, safety and Well Led.

Education/ Knowledge and Qualifications

Essential

  • Qualified accountant with full membership and evidence of up-to-date continuing professional development
  • Educated to Masters level, or equivalent level of experience of working at a senior (Executive Director/Chief Finance Officer) level in a specialist area.
  • Experience of utilising health economics experience in a relevant role/setting and/or relevant qualification

Experience, senior management and leadership

Essential

  • Experience at Chief Finance Officer board-level role
  • Substantial board-level leadership with health care experience and/or system leadership experience within a regulatory or similar environment.
  • Experience of managing highly sensitive situations with stakeholders.
