Job overview

The Trust is looking for a confident and experienced Capital Delivery Manager.  As part of the Capital Development Team the postholder will play an integral role in the delivery of Capital and Estate Development projects across the Trust. This role will provide a challenging and varied opportunity for someone looking to further develop their skills within varied projects. The postholder will be responsible for planning and managing capital projects comprising new construction, refurbishment/improvement of existing buildings and equipment from inception through to successful completion, agreement of final accounts and post contract evaluation.

The postholder will represent the service as the employers representative for contracted works through various forms of contract such as NEC, JCT and D&B. You will need to be a team player, with excellent communication skills, and a genuine desire to improve our spaces for our people and patients.

Acting autonomously, the post holder will be a highly specialised subject matter expert in building surveying and/or project delivery and will deputise for the Programme Manager and Head of Capital Development as and when required, including representing the Trust at internal and external meetings and ensuring that the directorate is being represented in a positive manner.

Main duties of the job

  • Work with operational teams to prepare and write business cases for funding from internal/external sources such as Welsh Government
  • Ensure effective communication takes place with key stakeholders comprising operational / architectural teams / senior managers and contractors throughout the design process and project lifecycle to ensure project progress is understood and that client and Trust Board endorsement and sign off are obtained.
  • Liaise with planning authorities and other agencies in Wales to determine the planning framework, prepare and submit planning applications for capital developments and obtain appropriate consents.
  • Brief consultants, develop and agree instructions in writing with consultants including Architects/Surveyors.
  • Communicate and liaise with other NHS Shared Services including Specialist Estates Services (SES) and Procurement Services.
  • Responsible employer representative for the delivery of appropriate forms of contract to deliver projects on time and within budget.
