An exciting opportunity has arisen in the Peninsula Cancer Alliance, hosted by University Hospitals Plymouth NHS Trust, for an experienced Project Manager to join the team.

Working with the Primary Care and Neighbourhoods team, the Project Manager will lead the design, development and delivery of services across the Peninsula Cancer Alliance, supporting priorities and transformation of cancer services.

Working collaboratively with clinical, operational and system partners, the role will translate strategic priorities into service models aligned with commissioning requirements and the National Cancer Plan.

The initial focus of the role will be to lead the implementation of GP direct access to diagnostic services, supporting patients through accessible, community-based interventions and multidisciplinary care in Cornwall. This will involve bringing together partners across primary care, community services and wider organisations to deliver a coordinated model supporting long-term behaviour change and improved population health.

***Preference will be given to internal Trust staff, as well as ‘Priority’ and 'At Risk' status including NHS At Risk staff throughout Devon who are able to display recent relevant experience as dictated by the Person Specification.***

Main duties of the job

The role will support the development and implementation of new models of care, coordinating activity across multiple stakeholders to ensure effective planning, delivery and embedding of change.

This includes working across organisational boundaries to enable collaboration, align priorities and support the development and performance of services.

This is an exciting and dynamic portfolio role, which requires excellent management and leadership skills to deliver a transformational programme of work for patients in the Devon, Cornwall and Isles of Scilly population.

The postholder will provide project leadership, coordination and oversight, ensuring that programmes are delivered to a high standard, within agreed timescales, and that outcomes are achieved and sustained.

This requires a high calibre individual who can work autonomously in a stimulating and challenging environment to achieve outcomes efficiently.

Detailed job description and main responsibilities

Operational

  • To support team members and stakeholders to deliver requirements of the Alliance’s programme;
  • To support the delivery of day-to-day activities and projects
  • To drive delivery of a range of business initiatives and projects
  • To operate in a highly political and sensitive environment
  • Support the portfolio of initiatives in demonstrating value for money for the current spend
  • To monitor, interpret and quality assure progress against deliverables to NHS England that often require adjustments specifically in relation to the complex corporate business agenda, strategic objectives and the business planning process
  • To develop business plans and provide expert analytical advice all all strategic policies
  • To help develop and improve returns for the Peninsula Alliance’s yearly plan ensuring that all stakeholders are engaged

Project Management

  • Contribute to performance improvement, taking a lead for identified areas.
  • Manage project/projects as required by the PCA plan agreed with regional and national cancer team
  • Provide coordination of and participate in relevant working groups and provide project advice, expertise and support where requested.
  • Provide relevant and timely specialist advice and guidance on own portfolio.
  • Work with members of the Team to investigate the causes of any variance from plan and proactively contribute to the implementation of solutions.
  • Management of a risk and issues tracking mechanism and the resolution and escalation processes.

Financial and Physical Resources

  • Provide regular reporting on the targeting of resources and monitoring their implementation from a value for money perspective.
  • Provide oversight and monitoring of all aspects of team budgets or manage budgets as required.
  • Ensure project expenditure is monitored accordingly.

People Management

  • Devise and provide improvements to current management information, analysing, reporting and suggesting procedures to enhance decision making processes.
  • Ensure timely and accurate detailed information analysis and reporting to management on agreed areas of work.

Policy and Service Development

  • Develop policies and procedures in own work function with an impact on the wider organisation, as required.
  • Contribute to the development of an integrated approach to service management.

Research and Development

  • Contribute to the development of key performance indicators.
  • Delegate aspects of research and development activities, collating information, analysing and reporting findings.

Planning and Organisation

  • Contribute to the strategic planning of team projects, identifying interdependencies, and potential impacts on wider organisation, resource requirements and building in contingency and adjustments as necessary.
  • Contribute to short, medium and long-term business plans

Key Working Relationships

  • The post holder will be required to maintain constructive relationships with a broad range of stakeholders.
  • Participate in relevant working groups/projects, services and initiatives to provide, information and analytical advice and expertise.
  • Develop and implement data collection systems that will provide accurate and timely data.
  • Present information and issues, explaining highly complex issues, to a wide range of stakeholders.
