Job Summary / Main Purpose
In the first instance, the post holder will be responsible through the Director and will work closely with the Co-Director for Laboratories and Pharmacy lead on the implementation and/or development of a programme to fully prepare for and implement large regional tenders that span multiple laboratory disciplines ensuring the Directorate meets all necessary timescales for successful tender award and smooth implementation. The post holder will also act as Trust Liaison for SPPG, PHA, PALS, pathology Network Board and other external stakeholders as required.
Main Duties / Responsibilities
For each of the following, the post holder will;
Provide managerial support to the Directorate SMT and Work streams arising there of. This will include managerial oversight to ensure the organisation of agendas, co-ordination of papers and reports and completion of accurate and concise minutes to record key issues and decision-making around large laboratory tenders eg ALMS 3 & Regional Cellular Pathology Tender.
Working in collaboration with the Co-Director and Chair of Division to support the development of work streams, identification of actions and sub-groups to ensure all actions implemented.
Be responsible for preparation of briefing notes to the Regional Steering Group, SRO, the Executive Team and Trust Board, and the preparation of other ad hoc briefings as required.
Oversee the collation, recording, tracking and timely updating of a live composite action plan. This requires close monitoring and follow up with relevant services to ensure timescales are met.
Be responsible for briefing and supporting staff involved in the work streams as well as staff across the service area.
Be responsible in supporting the service in large Laboratory transformation that spans across disciplines. Eg Setting up a directorary of services and agreeing baselines and commissioned levels with SPPG, other Trusts and external stakeholders.
Be responsible for developing and maintaining governance processes associated with implementation of large tenders taking into account learning from recent tenders.
Acting as the digital safety lead for the directorate working with encompass colleagues to provide assurance around governance processes for digital safety.
Setting Direction and Service Delivery
Oversee the co-ordination, collation and provision of evidence associated with any recommendations relevant to the Laboratory Service.
Ensure that there is a safe, secure and retrievable system for storage of records and information.
Ensure that there are systems and processes in place to optimise the timeliness and responsiveness for business case development.
Ensure that staff who participate in the work streams receive adequate support throughout the implementation period. This will include supporting the relevant directorate management team.
Escalate any concerns in relation to potential delays in the implementation of the tenders through the Trust’s assurance/accountability framework to the Executive Team.
Provide managerial support to the Trust project implementation groups for these tenders any discipline Work stream Groups. This will include the organisation of agendas, the co-ordination of papers and reports and completion of accurate and concise minutes to record key issues and decision-making.
Attend and act as a link for regional implementation groups, CAG’s and regional project manager.
Be responsible for preparation of briefing notes to the Oversight Steering Group, the Executive Team and Trust Board, and the preparation of other ad hoc briefings as required.
Corporate Management
Contribute to the Trust’s overall corporate governance processes to ensure its compliance with public sector values and codes of conduct, operations and accountability.
Collaborative Working and Communication
Establish collaborative relationships and networks with internal and external stakeholders.
Engage with stakeholders across the organisation including to ensure the timely implementation of recommendations and subsequently updating of the live action plan.
Work collaboratively with external stakeholders
Responsible for developing and maintaining sound internal and external communications systems.
Financial and Resource Management
Responsible for the management of any financial allocation/budget associated with the Tenders in conjunction with financial management colleagues.
Achieve best value for money in implementation.
Lead on work to monitor send aways and ensure appropriate oversight and processes are in place
Co-ordinate the work on developing an up to date costing model.
Co-ordinate PID’s and oversight of cost reduction initiatives.
People Management and Development
Promote the corporate values and culture of the organisation through the development and implementation of relevant policies and procedures, and appropriate personal behaviour.
Be responsible for ensuring that the Health and Social Care Records service complies with employment law and is consistent in their application of the Trust’s policies.
Be responsible for his/her own performance and take action to address identified personal development areas.
Manage recruitment processes, to ensure staff are recruited in a timely and professional manner and vacancies are filled appropriately.

Environmental Cleaning Strategy
The Trusts Environmental Cleaning Strategy recognises the key principle that “Cleanliness matters is everyone’s responsibility, not just the cleaners” Whilst there are staff employed who are responsible for cleaning services, all Trust staff have a responsibility to ensure a clean, comfortable, safe environment for patients, clients, residents, visitors, staff and members of the general public.
Infection Prevention and Control
The Belfast Trust is committed to reducing Healthcare associated infections (HCAIs) and all staff have a part to play in making this happen. Staff must comply with all policies in relation to Infection Prevention and Control and with ongoing reduction strategies. Standard Infection Prevention and Control Precautions must be used at all times to ensure the safety of patients and staff.
This includes:-
Cleaning hands either with soap and water or a hand sanitiser at the appropriate times (WHO ‘5 moments’);
Using the correct ‘7 step’ hand hygiene technique;
