This is a very senior tier management role within the Finance Directorate with the post holder forming part of the Senior Finance Management Team who will be expected to contribute to the overall development of the Trust’s strategies and policies, and work closely with the programme management team for Securing the Future.
The post holder will take lead responsibility for the financial planning and budgeting for two large strategic programmes within the Trust, the New Hospital Programme and RAAC management, ensuring all appropriate internal and external stakeholders are provided with high quality financial advice and that relevant business systems and processes are efficient, effective and client focussed.
Main duties of the job
Reporting to the Deputy Director of Finance, the role is responsible for the development of the financial cases as part of a series of business cases to support the programmes of work, preparing the associated financial modelling templates, analysis and reconciliations to economic modelling, and engaging with external advisors to support production of the overarching Full Business Case for the New Hospital Programme.
The role will also offer senior financial support to the Trust’s strategic development plans, giving assurances regarding the financial validity of proposals.
The postholder will also put in place appropriate systems and processes to manage project budgets within the approved financial envelope, ensuring timely and accurate reporting within the governance structure.
The role will liaise with NHS England regarding business case development, oversee completion of any ad hoc financial returns and forecasts associated with strategic programmes. Extensive stakeholder engagement and partnership working with subject matter experts inside and outside the Trust.
In addition to being responsible for the development of financial modelling, the postholder will have line management responsibilities for finance staff within this team (likely to flex over time) follow the policies and procedures agreed, by providing ongoing guidance and support, monitoring/appraising performance closely and through addressing any performance/training issues.

Experience
Essential
- Ability to demonstrate detailed experience and expert knowledge of the key accounting areas, including the key procedures and policies, NHS financial legislation, key computer systems such as financial ledgers and of providing specialist advice on a full range of financial issues.
- Substantial experience in developing financial case for major business cases using the Five Case Model, including completion of prescribed financial templates
- High level numeric skills, competent in processing and interpreting data.
- Knowledge of capital investment appraisal techniques and NHS capital accounting guidance.
- Ability to plan and deliver complex projects.
- Strong leadership skills with substantial experience of managing staff at a senior level, and the ability to manage a team of finance staff.
- Previous experience of working at a strategic level within an organisation with the ability to see the wider corporate view, and make decisions which are in the best interests of the organization
- Ability to analyse, interpret and present highly complex information, considering options, highlighting inconsistencies and discrepancies and performing necessary financial calculations to assist the decision-making process.
- Make decisions which affect a number of people and may have a long-term effect.
- Ability to balance different aspects of the role, and prioritize work across a wide area.
- Identifies way to deliver an excellent service to the organisation; responsible for setting the framework in which the financial performance of the organisation can be accurately and adequately monitored.
Qualifications
Essential
- Masters degree or equivalent experience in a senior and strategic finance role.
- CCAB qualified with significant post qualification experience and active participation in Continuing Professional Development (CPD), with significant experience at a senior management level.
Desirable
- Better Business Cases ® Practitioner qualification
