Job summary

The ARRS Finance, HR and Management Support Administrator will provide administrative support across finance, human resources, workforce management and operational functions within the Primary Care Network.

The role will support the effective management of the Additional Roles Reimbursement Scheme (ARRS) workforce by maintaining accurate records, assisting with recruitment and onboarding, supporting payroll and financial processes, monitoring budgets, and providing high-quality administrative support to managers and clinical teams.

The post holder will play a key role in ensuring compliance with NHS England ARRS requirements, employment legislation, and local policies and procedures.

Job responsibilities

Key Responsibilities

Finance Support

-Assist in maintaining ARRS workforce financial records and monitoring expenditure against allocated budgets.

-Support monthly reconciliation of ARRS claims and workforce costs.

-Prepare spreadsheets and reports to support budget monitoring and financial planning.

-Process invoices, purchase orders and payments in accordance with local financial procedures.

-Maintain accurate records of ARRS staff costs, reimbursements and funding allocations.

-Support the submission of financial information required by the PCN, Federation, ICB or NHS England.

-Assist in the preparation of business cases and funding applications.

Human Resources Support

-Coordinate recruitment processes including advertising vacancies, arranging interviews and issuing correspondence.

-Support pre-employment checks including DBS applications, references, right-to-work checks and occupational health clearances.

-Maintain accurate electronic HR records in line with GDPR requirements.

-Support induction and onboarding processes for new ARRS staff.

-Monitor mandatory training, appraisals and professional registrations.

-Assist managers with sickness absence monitoring, annual leave records and workforce reporting.

-Provide administrative support for employee relations processes where appropriate.

-Ensure staff records remain compliant with NHS and employment requirements.

Management and Operational Support

-Provide administrative support to the PCN leadership team.

-Maintain workforce establishment and staffing information.

-Support reporting requirements associated with ARRS workforce submissions.

-Coordinate information requests from practices, the ICB and NHS England.

-Assist with the preparation of reports, presentations and performance dashboards.

-Support project work relating to workforce development and service improvement.

Data Management and Reporting

-Maintain accurate workforce, training and financial databases.

-Produce regular workforce and financial performance reports.

-Support data collection and submission for national and local reporting requirements.

-Ensure information is handled securely and confidentially.

-Assist in maintaining records to support audits and governance requirements.

Qualifications

  • -GCSE English and Mathematics (Grade C/4 or above) or equivalent.
  • -Business Administration, HR, Finance or Management qualification, or equivalent experience.
