JOB SUMMARY

The Business Manager will be responsible for leading the planning functions and processes within operational Directorates to which they are aligned. This will include strategic, corporate, operational and service planning, capital planning, preparation of business cases, project management and the development of the Directorates’ input into the Trust’s strategic documents.

The post holder will be responsible for providing leadership and direction to ensure that Directorates’ priorities are fully reflected in the Trust’s Strategic Plan and that strategic priorities are reflected in the Directorates’ Operational Plan.

The post holder will lead on the development of outline business cases in line with ‘Better Business Case Guidance for schemes moving to exemplar design, and support the continuous review of the programme of work for the Directorates.

KEY DUTIES / RESPONSIBILITIES

1. Lead the planning processes within the Directorates including strategic and operational planning processes and the development of the strategic and operational plans for the provision of services, in partnership with key stakeholders.

2. Provide guidance, advice and support to the Directors, Assistant Directors, Heads of Service within the Trust in respect of the service planning process and the production of capital and revenue business cases.

3. Ensure planning processes provide appropriate engagement with staff, service users and their carers.

Business Case Development

4. Support the delivery of capital development programme

5. Lead on the development of outline business cases to Better Business Case Guidance standard and review the overall programme of work for the Directorate.

6. Produce capital and revenue business cases, Post Project Evaluations (PPES), service development proposals in liaison with the Directorates for submission to Trust Senior Management Team, Trust Board, SPPG and DoH etc.

7. Ensure all capital developments support modernisation, reconfiguration and the delivery of high quality, safe and effective health and social care services.

8. Undertake service reviews, feasibility studies, post project reviews and option appraisals.

9. Develop close working relationships within the Directorates and also with service commissioners, such as SPPG and DoH.

Project Management

10. Act as Project Manager for Trust service developments, and ensure that management arrangements are established and maintained in connection with key results areas and that projects are implemented within targets and that appropriate individuals from clinical and functional directorates are involved as required.

11. Act as Project Manager for Trust Capital development for schemes over £2 M, as assigned by the Assistant Director of Corporate Planning. Implement systems to monitor progress on capital programmes.

12. Liaise with finance and estate colleagues, Health Projects and legal teams to ensure that the work programme meets all statutory, financial and legal obligations.

13. Manage the budgets associated with the capital projects and ensure effective monitoring arrangements are in place.

14. Develop and maintain working relationships with other directorate colleagues to ensure achievement of directorate and corporate objectives and effective functioning of the team.

EMERGENCY PLANNING & BUSINESS CONTINUITY RESPONSIBILITIES

To work proactively with the Trust’s Emergency planner and other internal and external stakeholders to develop appropriate emergency response and business continuity plans to ensure the service can maintain a state of emergency preparedness to respond safely and effectively to a range of threats, hazards and disruption.

PERSONAL AND PUBLIC INVOLVEMENT RESPONSIBILITIES (PPI)

Lead on and be responsible for the co-ordination of the Trust’s PPI Strategy within the Division or other sphere of responsibility . This will include supporting active engagement with user groups and the voluntary and independent sectors in the design and delivery of services.
