The post holder will be responsible for the planning and implementation of the Southern Trust Information and Communications Technology Office 365 / Cloud Services project in line with the Regional and Trust ICT strategies.
The post holder will be responsible for working with service directorates within the Southern Trust, relevant HSC organisations and suppliers impacted by the Programme to ensure readiness of the Trust to adopt and change to new technologies within the O365 platform which will bring maximum benefit to the Trust.
The post holder will be skilled in coordinating the activities of a diverse team to deliver results.
Responsible for planning, management and delivery of a range of complex ICT projects within the Office 365 Programme of works to implement technology enabled change projects.
Working directly with Head of Technology Innovation to manage the dependencies and interfaces between current projects and Office 365, adjusting plans to optimize benefit realization and lead the change and reform which new technology brings.
Responsible for the implementation of robust programme management structure with clear governance and reporting arrangements.
Provide expert knowledge of innovative technology and source options to meet the requirements of the Trust to improve efficiency and effectiveness. The post holder will work closely with care directorates to make recommendations and implement technology to assist with pressures and priorities.
Responsible for the management of O365 projects ensuring the development of project plans, PIDs, Project Execution Documents, Exception Reports, Lessons Learned reports etc., to ensure that Projects are implemented on time and within budget. The post holder will also undertake a post project evaluation for each project and on the basis of this, make recommendations to Senior Management Team on further roll-out or dis-investment.
Responsible for regular progress or highlight reports to Project Boards.
Post-holder to ensure that both they and Trust IT teams keep up-to date with technical innovations in their specialist area, specifically technologies relating to O365.
Responsible for providing project assurance to the Project Board and where necessary chair Project Teams and sub-groups and establish governance structures for Project, including escalation procedures and clearly identified roles and responsibilities for all project team members. The post holder will implement change control processes for the project, to minimise project scope thus managing timeframes and budget.
Responsible for the development and maintenance of project management system for keeping track of the programme, monitoring progress and taking immediate remedial action to maintain delivery on time, specification and budget. This will help prioritize projects by identifying those which will be of most benefit to the Trust in implementation and investment and will also assist in communicating Project Stages and risks to Senior Management.
Responsible for the proactive management of any anticipated deviations from a plan or schedule early in the lifecycle of the project and keep all participants and stakeholders informed, including escalation to the Senior Responsible Owner or Project Board.
Responsible for the development of a robust Risk Management Strategy within Programme Management which will identify, log, analyse and manage potential and actual issues and risks, taking corrective action and reviewing the impact on scope, schedule, quantity and cost to the project objectives.
Responsible for the gathering of information to evidence and document functional and user requirements by facilitating and leading workshops and sub-groups with users and stakeholders. This includes planning, developing and evaluating methods and process for gathering, analysing and interpreting and presenting data and information for suppliers and users. It will also include process mapping, LEAN and other Quality Improvement methodologies.
Responsible for the development and implementation of a communication plan for each project, including a stakeholder analysis. The post holder will also participate in Equality screening, EQIA and Data Privacy Impact Assessment for each project.
Responsible for promoting the success of the O365 programme, working with the Communications team to ensure recognition of successes. Post holder will ensure positive use of social media to promote innovative work and shared learning. Post holder will have responsibility for completing entries for local and national eHealth awards to ensure recognition of innovative projects.
Responsible for the development and maintenance of relationships with suppliers and Agencies including BSO ITS, HSCB. Where the Technology Innovation project is Regional, the post holder will participate in Regional Groups and act as a representative of the Southern Trust at these.
The post holder will work closely with colleagues in IT, Information Systems, Training etc., to effectively co-ordinate and implement the O365 project effectively.
Responsible for the management of project budget and procurement including all aspects of the relationship management with external contractors, customer insight, functional specifications, user testing and day to day management of the project SLA. Report project budget expenditure regularly to the Head of Technology Innovation and take corrective action to avoid overspends on projects.
Act in a way that is compliant with the Trusts Standing Financial instructions ensuring all procurement is carried out through the Centre of Procurement Excellence.
Responsible for delivering value for money and greater efficiency in the use of project budgets and ensure they operate in recurrent financial balance.
Manage all aspects of governance, including Project Board, advisory groups, user forums producing reports.
Lead in the provision of external and independent assurances to the Trusts Senior Management Team through the process of Gateway Reviews of projects.
Responsible for the presentation of information about the programme of projects to a wide range of stakeholders in both formal and informal meetings ensuring the vision and objectives are clear and that the whole team objectives and deliverables align to this vision.
The post holder is responsible for leading the team to deliver the strategic Informatics work plan and is accountable for the overall quality and timely delivery of the programme of work.
