JOB SUMMARY
The post holder will be responsible for the management of a team within the Financial Assessments department.
The post holder will be responsible for interpreting and implementing Government legislation in relation to Financial Assessments, processing charges under the legislation and pursuing the recovery of associated income due to the Trust.
He/she will provide clear leadership to all the staff in their Team, provide cover in the absence of colleagues, and will deputise for the Financial Assessments Manager across a range of responsibilities as and when required.
KEY DUTIES / RESPONSIBILITIES
Service Delivery
- Interpret and implement legislation and HPSS guidance in relation to providing a Financial Assessments service to the Trust.
- Manage and maintain the Trust system for acting as appointee for residents and clients, including liaising with Social Security Agency, Pensions etc and ensuring the correct receipt and payment of these monies.
- Assess and monitor the adequacy of staffing resources within their Team to provide for the accurate and timely processing of financial assessments and to ensure all staff are adequately trained in financial processes, particularly Charging for Residential Accommodation CRAG regulations, procedures and systems.
- Monitor referrals from Care Management and ensure they are carried out by Financial Assessors, prioritise work and plan efficient and effective staff deployment.
- Ensure CRAG regulations have been properly applied to financial assessments, including regular case meetings, participation in regional groups, annual reassessments and forecasts.
- Manage debt due to the Trust in conjunction with senior staff, solicitors, etc including negotiation with clients, relatives, representatives and processing through small claims court or high court procedures.
- Ensure the security of all cash, cheques, personal data and other documents within the finance department and system is maintained to the highest standard.
- Develop and maintain appropriate systems for the efficient flow and recording of information, particularly in relation to liaison with colleagues in the care management and finance departments, across the Trust and with solicitors, Office of Care and Protection etc eg reports for payment of private care homes and invoicing of maintenance contributions, costing, banking, business and planning statistics, contracts.
- Support team members in the safe provision of service especially in relation to loan working and distressing cases.
- Support the Financial Assessments Manager in ensuring that financial systems, procedures and processes are developed and implemented to deliver financial assessment services in a transparent and accountable manner.
- Ensure that all staff are adequately trained in and adhere to all Finance policies, processes and procedures within the Finance department.
- Ensure that all correspondence or other queries are dealt with according to Finance Department policies and procedures, and in a proper and prompt manner.
- Support the Financial Assessments Manager in ensuring the Trust complies with all statutory and departmental guidance.
Corporate Financial Reporting
- Support the Financial Assessments Manager in the provision of information required for performance and benchmarking reviews.
- Cooperate with Internal Audit on matters relating to the Financial Assessments function including the implementation of recommendations.
- Provide advice, guidance and training as required to staff or budget holders to ensure compliance with Trust Financial Assessments management procedures.
Resource and Financial Management
- Manage their Financial Assessments team to support the Financial Assessments Manager in delivering an effective service.
- Ensure the effective management, use and maintenance of all physical assets by the Financial Assessments team.
Planning and Policy
- Monitor and audit own work and that of their Financial Assessments team to further improve the quality and effectiveness of the provision of this service.
- Participate in the development of rigorous financial control policies and procedures for Financial Assessments and ensure these are adhered to by Financial Assessments staff.
- Identify system and procedure weaknesses and scope for improvements to Financial Assessments Manager to enhance control and efficiency.
- Continually review their team working practices to ensure that the optimum use of resources is achieved.
- Assist in the creation and maintenance of the appropriate financial culture in the Trust.
People Management
- Provide clear leadership to staff within their Financial Assessments team and ensure it has a skilled, flexible and motivated workforce.
- Ensure that structures and practices in the team support a culture of effective communication, team working, continuous improvement and innovation.
- Supervise and be responsible for the training needs of staff in their team, ensuring they are met.
- Monitor performance against deadlines, prioritise and delegate workload across team.
- Ensure the effective implementation of all Trust people management policies in the team and the achievement of all relevant targets such as those relating to staff performance and development reviews, the management of sickness and absenteeism, turnover etc.
- Ensure the effective management of staff health and safety and support in the team.
Information Management
- Support the Financial Assessments Manager in ensuring the effective implementation of all Trust information management policies and procedures by their Financial Assessments team.
- Support the Financial Assessments Manager in ensuring systems and procedures for the management and storage of information by the Financial Assessments team meet internal and external reporting requirements.
Divisional Responsibilities
- Develop and maintain high quality working relationships with colleagues to ensure achievement of divisional, directorate and corporate objectives.
- Ensure the department’s objectives and decisions are clearly communicated.
- Establish collaborative relationships and networks with external stakeholders in the public, private and voluntary sectors to ensure the directorate and Trust effectively discharges its functions.
- Contribute to the department’s overall governance processes to ensure the development of an integrated governance framework for the Trust that assures safe and effective care for patients and clients and complies with public sector values and codes of conduct, operations and accountability.
General Management Responsibilities
- Maintain good staff relationships and morale amongst the staff reporting to him/her.
- Delegate appropriate responsibility and authority to the level of staff within his/her control consistent with effective decision making whilst retaining responsibility and accountability for results.
- Participate as required in the selection and appointment of staff reporting to him/her in accordance with procedures laid down by the Trust.
- Take such action as may be necessary in disciplinary matters in accordance with procedures laid down by the Trust.
