To provide leadership and management to the Primary/ Intermediate Mental Health Team (PIMHT), to ensure the team provides comprehensive, high quality and effective primary/ intermediate mental health care to adults aged 18 and over in Blackpool. To ensure robust assessment, intervention and support working in partnership with the individual, carers and other agencies. To oversee, lead on and develop all appropriate mental health pathways.
To offer supervision, consultation and educational sessions to key stakeholders.
To participate in the Directorate on-call rota.
To provide comprehensive reports and dashboards to the head of service, the trust and wider stakeholders.
To act as deputy for the head of service where appropriate.
Main duties of the job
Services: To be responsible for the effective delivery of health and social care services for individuals with primary intermediate mental health needs in Blackpool.
Leadership: To provide leadership to the integrated team. To give a clear sense of vision, direction and support to all staff and people who use the services.
Human Resources: To be responsible for the application of all HR policies and procedures in line with the requirements of the employing organisation.
Service Development: To ensure the team remains responsive to the needs of people with primary and intermediate mental health needs within Blackpool. To provide leadership in the implementation of local and national strategy and legislation changes. To develop the service and pathways, ensuring seamless transitions for all service users.
Finance: To be responsible for the effective management of pay, non-pay and commissioning budget.
Standards and Performance Review: To monitor team and individual performance, ensuring that organisational health and social care policies are being followed. To ensure the team works towards agreed outcomes for individuals and families. To ensure Health Trust and Local Authority professional registration requirements and staff development policies are adhered to. To NICE align pathways which are inclusive or those with Special Educational Needs.
Safeguarding: To be responsible for the Safeguarding agenda within the service area.
Detailed job description and main responsibilities
- Service Provision
- To ensure that all referrals received by the team are managed effectively according to organisational standards and that the referral is passed to the appropriate professional according to the operational pathway of the team.
- To be responsible for the allocation of work across the whole team.
- To ensure that appropriate assessments are carried out with in the organisations agreed standard requirements.
- To ensure compliance with case recording standards and audit systems in place.
- To ensure appropriate commissioning of services is undertaken based upon the needs/outcomes identified at assessment.
- To ensure that reviews are carried out on a regular basis according to organisational policies and standards.
- To promote safeguarding within the team and with partner agencies and ensure that Safeguarding Processes are implemented in a timely manner.
- To represent the multi-disciplinary team and the organisation in meetings with other agencies.
- To ensure the work of the multi-disciplinary teams is appropriately supported and reported on.
- To ensure all legislative, policy and strategy requirements are implemented and accurately applied, including applications to court of protection.
- Leadership
- Lead the work of the team and individuals to achieve objectives.
- To represent the team within the relevant organisations business / management meetings.
- To ensure a high standard of professional practice within the team.
- To support senior managers from Health and Social Care in all aspects of work including service development and representing managers where appropriate.
- To lead the continued development of the service in line with changing requirement demands.
- To develop a culture of continual improvement in the work of the team and its influence on the development of the whole system. 3 Human Resources To take responsibility for identifying the staffing requirements for the team, both Health and Social Care. To take management responsibility for recruitment and selection in accordance e with the relevant organisations’ procedures. To ensure that all staff within the team are receiving appropriate training, support and professional development in accordance with their employing organisations procedures. To ensure full compliance with staff supervision and appraisal policies. To apply all relevant HR policies and Procedures according to the employing organisations requirements.
4 Service Development
To be responsible for the implementation of the NHS service development requirements.
To contribute to the long-term strategic development of mental health services and pathways in Blackpool.
To provide information on the performance and achievement of the team and report to the Head of Service.
To be responsible for the development of Team’s business plans and monitor its implementation, reporting to the Head of Service as required.
To be involved in broader service developments and support the implementation of changes to improve service delivery.
5 Finance
To manage and control expenditure against the allocated team budget.
To monitor spend against the commissioning budget.
To ensure compliance with the organisations administrative and financial procedures.
To provide regular reports on financial position for employing organisations.
6 Standards and Performance
To ensure that all health staff comply with standards and performance requirements.
To provide professional supervision to designated staff within the team following department requirements and ensure whole team supervisory practice is undertaken by Health and Social care staff.
Prepare for, attend and actively participate in supervision with the relevant Head of Services.
To identify and address poor performance either directly or in consultation with the employing organisations.
Comply with performance monitoring requirements of all organisations providing reports as required.
Develop teams and individuals to enhance performance.
Take necessary action to address areas of concern.
7 Partnership and Inter-agency Activity.
Ensure that partnership working occurs at all levels.
Report regularly to employing organisations in order to ensure that the work of professionals within the team is well co-ordinated and of a high standard and delivering on agreed objectives and outcomes.
Enable people with primary and intermediate mental health needs the opportunities to be involved in the development and ongoing work of services within Blackpool.
8 General
To carry out statutory duties in line with relevant legislation.
To comply with the organisational administrative and financial procedures.
Ensure that accurate records are maintained in line with statutory and organisational requirements.
Promote, monitor and maintain health and safety and security within the workplace in line with relevant legislation.
Ensure that the requirements of Data Protection and Information Governance legislation are met.
Develop, maintain and evaluate practice systems and structures to promote equality and diversity.
To ensure that unmet need is collated and reported.
There may be opportunities to undertake other duties and responsibilities of a similar level from time to time subject to prior agreement.
