Job overview

The Senior Estates Officer (Electrical) is a senior technical specialist role providing Authorised Person cover, electrical engineering assurance and specialist support for the Trust's electrical infrastructure and associated engineering systems. The post holder owns delegated statutory compliance duties within their appointed electrical disciplines. The post holder does not hold formal line management responsibility but provides day-to-day technical leadership, mentoring and specialist expertise to operational staff, contractors and project teams working within electrical disciplines.

Main duties of the job

The post holder will act as an Authorised Person for one or more electrical specialisms, as determined by service need, competence, training, appointment limits and formal sign-off, supporting the Senior Electrical Engineering Manager in ensuring electrical systems remain safe, compliant, resilient and fit for purpose across all Trust sites.

The role contributes specialist expertise to planned and reactive maintenance, statutory compliance, capital projects, minor works, asset management and the Trust's Integrated Management System (IMS), working closely with operational teams, contractors, Authorising Engineers, project managers and specialist suppliers.

EXPERIENCE

Essential

  • Significant experience managing and maintaining complex electrical infrastructure within a large multi-site organisation, preferably within healthcare
  • Experience undertaking or supporting Authorised Person responsibilities for High Voltage (HV), Low Voltage (LV) or other specialist electrical systems
  • Experience managing statutory compliance and assurance programmes relating to electrical services
  • Experience managing planned preventative maintenance (PPM), reactive maintenance and engineering service delivery
  • Experience leading engineering teams, including recruitment, supervision, performance management, attendance management and staff development
  • Experience managing contractors, service providers and specialist electrical suppliers

Desirable

  • Experience preparing technical specifications, business cases and tender documentation
  • Experience contributing to capital projects, infrastructure upgrades, commissioning and technical handover processes
  • Experience investigating incidents, service interruptions, electrical failures and undertaking root cause analysis
  • Experience using CAFM systems and maintenance management software

SPECIAL CIRCUMSTANCES

Essential

  • Ability to access roofs, plant rooms, confined spaces and work at height as part of inspection, assurance and compliance duties
  • Availability to participate in the Estates on-call manager rota and provide operational duty manager cover across all Estates disciplines
  • Ability to work safely in environments containing high and low voltage electrical systems

Desirable

  • Physical capability to undertake site inspections across a varied estate and in all weather conditions
  • Ability to travel across all Trust sites at short notice
  • Visual acuity sufficient to interpret technical drawings, engineering data and asset information

SKILLS, ABILITIES & KNOWLEDGE

Essential

  • Strong leadership and people management skills with the ability to motivate and develop engineering teams
  • Excellent technical knowledge of electrical infrastructure including HV/LV distribution, standby generation, UPS systems, lighting, fire alarms and electrical safety systems
  • Ability to interpret electrical drawings, schematics, single-line diagrams and technical specifications
  • Strong analytical, fault-finding and problem solving skills
  • Ability to act as an Authorised Person and ensure safe systems of work are implemented and maintained
  • Ability to make risk-based decisions autonomously and under pressure, including when acting as Estates Duty Manager
  • Excellent written and verbal communication skills with technical and non-technical audiences, including senior managers and clinical staff
  • Ability to manage competing priorities and deliver operational, financial and compliance objectives
  • Comprehensive knowledge of health and safety legislation, electrical safety rules, statutory compliance requirements and NHS engineering governance arrangements

Desirable

  • Strong contractor management, negotiation and performance monitoring skills
  • Proficient in Microsoft Office applications and CAFM systems
  • Ability to produce high-quality technical reports, compliance documentation, risk assessments and management information

EDUCATION, QUALIFICATIONS & TRAINING

Essential

  • Degree, HND/HNC in Electrical Engineering, Building Services Engineering, or related engineering discipline, or equivalent demonstrable experience
  • Evidence of continuing professional development (CPD)
  • Holds, or is working towards, Authorised Person status in a relevant electrical discipline
  • Thorough knowledge of HTMs, HBNs, BS 7671 IET Wiring Regulations, Electrical Safety Guidance and NHS Estates standards

Desirable

  • Lead Authorised Person training/appointment, or ability to achieve appointment within an agreed timescale
