We are currently seeking an experienced Resourcing Officer to join our busy and dynamic team at Walsall Healthcare NHS Trust. This is an exciting opportunity to play a key role in delivering a high-quality, end-to-end recruitment service across the organisation.

As Resourcing Officer, you will be responsible for managing the full recruitment life-cycle, ensuring a smooth and efficient hiring process from vacancy creation through to on-boarding. You will work closely with recruiting managers and key stakeholders to deliver a responsive and customer-focused service in a fast-paced environment.

Main duties of the job

To provide a high quality and professional recruitment service to recruiting managers, employees and candidates.

Manage end-to-end recruitment processes across a variety of areas.

Provide expert advice and support to recruiting managers and divisions.

Liaise with stakeholders to ensure timely and effective recruitment outcomes, maintaining good practices and ensuring excellent communication and working relationships.

Handle complex recruitment queries and provide solutions.

Maintain accurate records using HR and applicant tracking systems and other electronic systems.

To ensure that all legal requirements and HR best practice as outlined in Trust policies, procedures and relevant NHS guidance and legislation are adhered to at all times.

Detailed job description and main responsibilities

  • Supported by the Resourcing Team Leader, to work collaboratively with the Medical Workforce, Medical Education, Recruiting Manager using IT systems (eg TRAC, TIS, Oracle) to ensure seamless processes are followed in regard to staff changeovers, student recruitment, bulk recruitment and new starters within strict deadline.
  • To be responsible for the processing and placing of adverts in a timely manner on NHS Jobs website, Trac or any other relevant media, ensuring compliance with organisational procedures
  • To ensure that job descriptions, person specifications and advertisements are compliant with organisational policy and equality legislation.
  • To produce correspondence as required facilitating an effective recruitment and selection process for managers and applicants.
  • Ensuring all job descriptions, person specifications are approved (e.g royal colleges and recruiting managers) in a timely manner
  • To administer the NHS Jobs and Trac system forwarding information to applicants.
  • To create TRAC accounts for recruiting managers, where necessary and provide technical assistance and advice.
  • To deal with telephone and in-person enquiries as necessary, acting as a point of contact for applicants prior to commencement of employment
  • To ensure clear communication process with managers and applicants in relation to DBS Disclosures raising any concerns with Resourcing Team Leader and/or HR Operations should the disclosure necessitate further discussion
  • To provide advice to employees regarding ID documentation and to be involved in processing of DBS disclosures
  • To ensure that recruitment related information/records are correctly stored and maintained e.g. vacancy information, DBS details, personal files and contact details
  • To undertake 1:1 meetings with potential new recruits with regards to the checking of personal details for DBS disclosures, Registration Authority, OH referral forms, Right to Work documentation
  • To maintain accurate records filing system and statistics regarding job vacancies and equal opportunities as required.
  • To be responsible for producing and issuing accurate contracts of employment for new starters in line with Agenda for Change and Medical & Dental requirements
  • To ensure that necessary pre-employment checks are initiated and received prior to individual’s commencement of employment
  • To prepare information packs to support job vacancies advertised via Trac and NHS jobs website as necessary
  • Ensure that information is kept confidential and secure.
  • Provide specialist advice and guidance to recruiting managers, advising on appropriate recruitment methods, the delivery of recruitment training and attendance at service meetings to address recruitment requirements and resolves recruitment queries using personal judgement.
  • Develop good, co-operative working relationships with candidates and managers, ensuring any contacts internally and externally are handled in a timely and professional manner.
  • Provide advice to recruiting managers on hard to recruit posts and innovative recruitment solutions.
  • To plan and co-ordinate activities ensuring that recruiting managers and candidates are kept fully informed throughout the recruitment process.
  • Provide guidance on salary confirmation in accordance with Agenda for Change terms and conditions and Medical and Dental terms and conditions
  • Link with the Human Resources Operations Team regarding redeployees, including the setting up of ‘at risk’ accounts on Trac.
  • Liaise with colleagues in Employee Service Records, Finance and members of the senior management team to ensure that vacancy control measures are followed.
  • Produce letters withdrawing offers of employment and liaise with recruiting managers as necessary.
  • In the absence of the Resourcing Team Leader, attend the weekly vacancy control panel ensuring Executive representation.
  • Refer all issues arising from unsatisfactory pre-employment checks to the Resourcing Team Leader, in the first instance.
  • Work with and provide HR Managers with recruitment information where required.
  • Attend and contribute to Directorate meetings as required, providing recruitment updates and address any issues.
  • Support delivery of the Trust-wide Recruitment Strategy that promotes the Trust as a model employer and includes innovative strategies to recruit high quality staff.
  • To organise and attend as a panel member on AAC Consultant interview panels, as required
  • Ensure vacancy information and staff records are updated within ESR initially by TRAC
  • Lead on the co-ordination of recruitment open days and undertake all associated documentation
  • To provide cross cover with colleagues to ensure appropriate levels of service cover within the limit of your experience and remit of your role.
  • To support the supervision of the Resourcing Assistant
  • To demonstrate an understanding of medical T&C and Agenda for Change T&C and escalate issues as necessary.
  • Be flexible to the needs of the service to ensure smooth running of the department and deadlines are met.
