The Public Health Directorate are pleased to be recruiting a Programme Manager - Anchor Organisation.

Please Note Interviews will be face to face on Friday 27th of June, at Kirklands HQ in Bothwell.

The Role

The post holder will be responsible for programme management across the Directorate of Public Health. This requires skill and experience across the spectrum from information gathering, data management and analysis, through insight generation, to development of recommendations, and the use of health information to support planning and monitoring and to achieve changes in policy and practice. The post will require significant partnership working across community planning structures and with regional and national stakeholders.

What we'll need you to bring

  • Educated to degree level in a relevant discipline, with a postgraduate qualification (Master’s degree or above) in public health or a related discipline.
  • Experience of working in public health/health improvement at a strategic level in service planning, redesign or programme/project management.
  • Demonstrable knowledge and competence to the level of public health consultant in relation to the public health specialism of health information, and general knowledge and capability in the other public health specialist competencies.
  • Proven track record of providing leadership to add value to others’ work and a high degree of credibility and acceptance in a leadership role within the public health community.
  • Demonstrable experience and success in influencing policy-makers, managers and practitioners to achieve changes beneficial to population health.
  • Confident, clear communicator (both verbal & written), with the ability to work credibly with academics and researchers, and to deal with staff at a range of levels and from different organisations and disciplines to achieve results.
  • Experience of developing policy and practice recommendations based on research and information, and of working with policy-makers and practitioners to respond to these recommendations.
  • Ability to analyse problems systematically and to think creatively to yield new insights.
  • Flexibility, enthusiasm for improving population health, willingness to take on new challenges, and ability to contribute to collective processes.
  • Well-developed facilitation skills, and the necessary interpersonal skills to work with a wide range of colleagues, including internationally.

It would be great if you also have

  • Established networks with other public health specialists, both within Scotland and more widely.
  • Understanding of research governance requirements
  • Experience of attracting funding from external sources – either for research or for practice development
  • Ability to work effectively across a range of programme areas, whilst maintaining a depth of specialism in one area
  • Depth of knowledge of issues relating to health improvement in Scotland
  • Experience of commissioning research OR of planning and overseeing organisational/professional development programmes
