JOB SUMMARY
The post holder will form part of the Management Team in the Children’s Autism Service and, together with other Team Leads and the Autism Coordinator, will work with the Consultant Clinical Psychologist to ensure operational delivery of effective and efficient practice and the provision of a comprehensive range of services to Children with Autism and their families. Principal Social Worker / Social Work Lead will provide managerial leadership of the social work service within the Children’s Autism Service. They will be responsible for the safe and efficient delivery of services to the Children with Autism and their families. The post holder will provide professional leadership to social work team.
MAIN DUTIES & RESPONSIBILITIES
The Principal Social Worker / Social Work Lead will be directly accountable to the Head of Service and Clinical Lead for the Children’s Autism for the operational delivery and development of the service and the management and performance of staff. Day-to-day operation of cases is delegated to the Principal Social Worker/ Social Work Lead. Challenges and complexities are brought to the attention of the Head of service through the line management structure. The job entails maximising the existing experience and commitment of all staff. The job entails developing an integrated service, which is focused upon the needs of Children with Autism and their families. Services will be provided in collaboration with the Voluntary and Community sector. It will be essential to develop effective working relationships with partnership agencies to encourage appropriate services. Key objectives will be agreed with the post holder and the Head of Service on an annual basis. The primary duties and responsibilities against these objectives will include:
1. Service Delivery
Delivery of a high quality social work service to Children with Autism and their families in the Western Health and Social Care Trust
Delivery of high quality social work assessments and specialist interventions to Children with Autism and their families
Responsibility for management of the PHA targeted intervention waiting list
Continuing development of the service to meeting the emerging assessed needs
and to present plans to address unmet need
Ensure that all relevant legislative requirement and delegated statutory functions are
met
Work in collaboration with community and voluntary sector and providers to ensure
coordination and provision of local services to meet the needs of Children with Autism
and their families
Responsibility for waiting lists to the Social Work Service
Chair and coordinate relevant Social Work and Multi-disciplinary Case planning meetings
Planning for the implementation of change
To contribute to the development of strategy and management policy to ensure the overall efficiency and effectiveness of the Trust’s services
Collaborative working with teams within the Children’s Autism Service, and services across the Children and Families Directorate and other Directorates where relevant.
Ensure appropriate mechanisms for user involvement for service user and carer’s to enhance the development and delivery of local services
Be accountable and deliver a service that can respond effectively and flexibly to children and their families’ needs
Be a member of the Children’s Disability Family Support Panel and other panels, working groups as necessary.
To participate in the Disciplinary and Grievance Procedures within agreed levels of authority
To provide supervision to appropriate staff in accordance with the Regional Supervision Policy.
The Principal Social Worker / Social Work Lead will be expected to implement all appropriate Trust policies
2. Communication & Information Management
2.1 Communicate effectively with staff and maintain productive working relationships amongst your staff and with others
2.2 Report and record all accidents, untoward incidents, sickness and absence, within your area of responsibility, using appropriate forms.
2.3 Deal with and report complaints, in keeping with Trust Policy, and assist with investigations, when necessary
2.4 Maintain accurate and up to date information systems as required by the Directorate
2.5 Develop and maintain good communication with all levels of management and build partnerships with the wider HPSS, NHS and external organisations
2.6 Communicate effectively and with Children with Autism and their families.
3. Quality
3.1 Ensure that the needs of Children with Autism and their families / carers are at the core of the way that the Trust delivers services
3.2 Work within the Trust’s governance framework to ensure policies and procedures meet relevant statutory requirements, professional standards, policy guidance and workforce and regulatory requirements.
3.3 Support the Trust in advancing its compliance with Risk Management Controls Assurance Standards and to contribute to improving governance across the organisation.
3.4 Promote a culture of continuous service improvement amongst your staff, encouraging their participation and that of service users in reviewing and modernising current services and in service development
3.5 Promote a culture which focuses on the provision of high quality, safe and effective
care, which allows staff to maximise their potential and is underpinned by honest, open
communication and team working across disciplines
4. Financial & Resource Management
4.1 Develop and monitor appropriate controls within scope of responsibility in accordance with the Trust’s Schedule of Delegated Authority
4.2 Adhere to agreed policies and procedures including standing financial instructions.
4.3 Authorise mileage forms and stock and non-stock requisitions in accordance with the Schedule of Delegated Authority.
4.4 Ensure that the Trust’s funds are effectively used, that financial commitments represent value for money and comply with standing financial instructions and Trust protocol.
4.5 Manage and monitor service standards, contracts and agreements arising from
relationships with internal and external suppliers.
5. People Management
5.1 Service management for staff within the Children’s Autism Social Work Service
5.2 Establish a supportive, fair and open culture that encourages and enables staff, within your area of responsibility, to meet required performance standards.
5.3 Identify, at least annually through performance appraisal, training and development needs of staff in line with the NHS Knowledge and Skills framework and to carry out the development review process as required.
5.4 Participate in the recruitment and selection of new staff as required.
5.5 Participate in the orientation and induction of new staff and in the development of good interpersonal relationships.
5.6 Encourage good practice and act as a role model, give leadership and support to staff and encourage effective teamwork within your area of responsibility.
5.7 Manage and document grievance and disciplinary matters in keeping with Trust policies.
5.8 Take responsibility for managing and improving attendance of staff in accordance with the Trust’s Managing Attendance Protocol.
5.9 Establish and promote a supportive, fair and open culture that encourages and enables all parts of the team to have clearly aligned goals and objectives, to meet the required performance standards and to achieve continuous improvement in the services they deliver.

6. General Management Responsibilities
6.1 The post holder will promote and support effective team working, fostering a culture of openness and transparency. The post holder will ensure that they take all concerns raised with them seriously and act in accordance with ‘Your right to raise a concern (Whistleblowing)’ policy and their professional code of conduct, where applicable.
The post holder will, in the event of a concern being raised with them, ensure it is managed correctly under the ‘Your right to raise a concern (Whistleblowing)’ policy, and ensure that feedback/learning is communicated at individual, team and organisational level regarding the concerns raised, and how they were resolved.
