The post holder will be joining our Performance & Informatics (P&I) department who are well respected and the largest of our corporate services. The P&I portfolio encompasses Business Intelligence & Informatics, Corporate Performance, Information Systems Development, Analytical Development, Clinical Coding, Data Quality, Patient Access and Cancer Services.
The post holder will be responsible for the design and provision of population health business intelligence, to support service planning, redesign and transformation to improve population health and reduce health inequalities. They will directly line manage a team of BI analysts to lead the improvement and use of information around Elective, Cancer and Urgent and Emergency Care throughout the Trust and with external stakeholders, which will also inform the provide valuable insight across the PHM/Healthy Hospital programme.
This is a senior post within P&I and therefore the successful candidate will be expected to work to their own initiative, providing high level information analysis, systems development and investigation, but also have the skills and expertise to interpret, articulate and create population health and health inequalities insight to inform and drive organisational decision making.
The post holder will be accountable for the PHM analytics and intelligence provided to Strategy and Transformation, Research and Development, Service Delivery, Group Management and Clinical Teams.
Main duties of the job
- Lead the development of a PHM intelligence function within the Trust, working with P&I Analysts and Strategy and Transformation colleagues on key PHM and health inequalities programmes, contributing to the “left shift” of services from acute to community, and from treatment to prevention.
- Accountable for the design, development and implementation of new data collection systems to process and deliver PHM data and information as required.
- Carry out complex analysis to support Trust staff at all levels, provide expertise in PHM and offer guidance and interpretation to ensure analysis is both appropriate and useful. Produce comparisons, trends, summary and narrative and investigate any areas requiring further analysis. Ensure analysis methodology is documented and a systematic approach is taken, whilst highlighting challenges in data quality, completeness and/or interpretation of management information as appropriate.
- Accountable to produce population health and health inequalities information and intelligence to support strategy and transformation teams in the development and transformation of services including Neighbourhood Health, Healthy Hospital, Integrated Urgent Care Review, Long Term Conditions, Winter Planning etc.
- Take an information lead in the implementation of national requirements and management of associated reporting. Ensure that Trust stakeholders are aware of the relevant guidance.
Detailed job description and main responsibilities
- Work with analysts and BI teams within the wider ICS to bring together information from multiple sources to create a coherent picture of population health need and demand.
- Produce appropriate forecasting using modelling and statistical techniques involving a variety of data currencies such as waiting lists, demographics and activity, including the production of detailed monthly profiles and plans, updating and refining analytical models as required.
- Utilise experience, knowledge, judgement and skills to develop and improve information reporting systems for operational and strategic monitoring of patient based information in line with National data requirements and definitions. This will be achieved using a variety of reporting tools and a combination of advanced procedures in MS Excel, Access and SQL Server.
- Take a strategic view of NHS information requirements and influence and support the introduction and implementation of new working practices, across the Trust. Ensure that changes are measurable and contribute to the development of the supporting policies and procedures as appropriate.
- Take an active role in the development and production of detailed reports to fulfil requests or identified needs of Trust Managers, clinicians and operational staff, including the establishment and maintenance of routine population health reporting through the Trust’s BI system.
- Provide advice and specialist knowledge to define Trust wide and external PHM information requirements and establishing appropriate reporting mechanisms.
- Be proactive in the initiation of information analyses, suggesting information reports, scenario modelling, interpretation and forecasting trends, providing analysis and advise on information for future programmes of work and service delivery.
- Summarise complex data sets and information and present findings to various technical and non-technical groups including delivering formal presentations to large groups where necessary.
- Monitor best practice developments nationally and internationally in the use of intelligence to support PHM, including the use of forecasting, modelling and predictive analytics, and proactively promote the use of relevant best practice across the Trust and ICS.
- Ensure that there is a continual provision of a high level of customer service.
- Support the Head of Business Intelligence and the Trust’s Public Health Consultant in placing financial bids to the ICB and external agencies to secure funding for scaling the provision of PHM/Healthy Hospital programmes, and have the commercial acumen to utilise funding in line with budget responsibility.
- Ensure that Information Governance and Data Protection are adhered to in relation to the provision of information.
- Ensure line management responsibilities are delivered in line with Trust policy, whilst developing plans to attract and retain the best staff within the discipline in order to build as strong a team as possible.
- Work with other members of the team to assess and develop improved working practices and make changes as necessary.
- Participate in both Trust and P&I meetings and training where required.
