We’re looking to appoint a Performance Analyst to join our friendly and well-established Performance and Analytics Team. It’s a fantastic time to join Sheffield Partnership as we harness the benefits of our new electronic patient record (EPR) system and embed a new data warehouse alongside Power BI, supporting us to become an even more data-driven organisation.

We offer a range of training and education opportunities as well as on-the-job training when learning new skills or systems such as Power BI. Hybrid working: our staff work a mix of from our office, clinical sites and from home. Everyone is also welcome to work in the office full time. Time co-located with clinical teams every week is essential, and the successful candidates will need to travel to a variety of clinical sites across Sheffield as required.

Main duties of the job

The Performance and Analytics Team:

  • ensures performance is measured, monitored and managed in all areas of the Trust in accordance with its Performance Improvement Framework,
  • provides the Trust and key partners with reporting, business intelligence and analytics services,
  • supports the Trust to understand clinical activity recorded in its electronic patient record (EPR) systems.

We do this by:

  • building and maintaining strong relationships with colleagues in all Trust departments, particularly clinical teams,
  • understanding the function and expected performance of all Trust teams,
  • understanding the national, regional, and local information reporting and performance frameworks, standards, benchmarking, and practice,
  • being the Trust’s experts on EPR data, analytics, key performance indicators and the visualisation of information,
  • sharing this expertise, thereby improving the Trust’s digital and data maturity,
  • understanding the national, regional and local strategic context and how the team supports this,
  • committing to continuous improvement, underpinned by an insatiable curiosity and an imperative to deliver for service users and carers.

Performance Analysts are specialists that use their analytical and problem-solving skills to get to the bottom of challenges in data, reporting and performance. They turn data into actionable insight, supporting clinical and corporate colleagues to understand their performance and opportunities to improve.

Detailed job description and main responsibilities

General requirements and principal duties

  • Observe and promote the Trust’s policies and procedures including those in respect of conduct, health and safety and equality of opportunities.
  • Demonstrate a commitment to ongoing professional development, attending relevant events and learning from good practice elsewhere.
  • Cover the work of other Performance Analysts as required.
  • Partner with stakeholders up to and including general manager level.
  • Effectively manage own workload, deadlines and priorities.
  • Manage requests from multiple stakeholders while maintaining positive relationships.
  • Develop and maintain an understanding of relevant clinical and corporate services, stakeholders, processes and systems.
  • Demonstrate a commitment to the Trust’s organisational vision and values.Reporting, Business Intelligence and Analytics
  • Support colleagues (up to general manager level) to make the best use of EPR data and performance information.
  • Develop and maintain an understanding of key data sources, data flows and architecture, data warehouse and tabular model, existing data reporting of the Trust, and relevant national and regional benchmarking.
  • Develop and maintain a high-level understanding of the NHS Oversight Framework, commissioner/contractual information reporting requirements and performance against these, CQC registration requirements, national best practice standards and local SHPU targets and objectives.
  • Proactively identify the information reporting and analytics needs of the organisation and add these to the relevant work plan.
  • Elicit detailed reporting requirements from a range of stakeholders by understanding the context of their request. Negotiate changes based on technical/data quality limitations. In conjunction with Senior Performance Analysts, explore opportunities to enhance reports beyond the original specification in line with the context. Document and validate with stakeholders.
  • Work with the Data Warehouse Team to ensure that regularly and/or frequently used metrics are constructed in the data warehouse and tabular model as appropriate.
  • Develop accurate, up-to-date and useful self-service reports that have a professional look and feel, are easy to use, are updated as required and are decommissioned when no longer needed.
  • Use appropriate solutions in line with the Trust’s strategic technical direction, escalating exceptions to a Senior Performance Analyst.
  • Publish refreshable reports in line with the change management process.
  • Maintain and improve documentation using approved tools.
  • Support stakeholders up to general manager level to use performance information for decision making, performance management, research and service improvement.
  • Produce information reports on an ad hoc basis.
  • Employ a range of techniques to analyse information that is sometimes complex from a variety of sources. Pragmatically mitigate data quality challenges.
  • Present insights verbally and in writing in an easy-to-understand way to stakeholders with different levels of data literacy, making straightforward recommendations that guide decision making.
  • Keep up to date with new techniques, methods and technologies. Be receptive to suggestions and new ways of working as agreed within the team.
  • Ensure that metrics are reported in line with national information standards and, where not available, make suggestions to Senior Performance Analysts for how these should be defined.
  • Use established techniques for more advanced analytical techniques which deliver predictive and prescriptive analytics within a framework defined by Senior and Lead Performance Analysts.
  • Support clinical and corporate teams to access, understand and interpret clinical data.
  • Provide advice and guidance in relation to performance information and analysis across the Trust.Data Quality
  • Promote high data quality throughout the Trust and support the production and maintenance of systems, processes and training that improve the quality of data.
  • Report on the availability and quality of data.Performance Measurement, Monitoring and Management
  • Apply the Performance Improvement Framework to SHPU teams.
  • Produce performance reports including team level governance reports. Contribute to the Integrated Performance and Quality Report (IPQR).
  • Develop a good understanding of key performance indicators (KPIs) and make suggestions for changes.
  • Develop and maintain robust documentation including action logs, recovery plans and exception reports.
  • Use automatically generated statistical process control (SPC) charts to identify when performance is deteriorating or below target and not improving, and track improvements in line with recovery plans.
  • Use capacity and demand models to support performance improvement.
  • Contribute to the production and updating of recovery plans.
  • Support the effective running of performance meetings including the writing, recording and tracking of actions.
  • Contribute to the collation of benchmarking datasets.
  • Triangulate business plans, risks, projects, programme, QI, and service development with performance measurement, monitoring and management.Communication and Relationships
  • Operate effectively in a flexible and demanding environment, proactively engaging with internal and external colleagues.
  • Establish and implement effective working relationships and communications with:Data Warehouse, EPR Configuration and other Digital teams,Clinical Directorates’ Leadership Team, particularly Heads of Service and General ManagersQuality directorate teams,Strategy and Planning Department, including Programme Management Office,Finance and People directorates.

Physical, mental and emotional effort

  • Input using a keyboard and mouse and access service user case notes for the purpose of auditing.
  • Undertake frequent, prolonged, and intense concentration in analysing complex information/data and while undertaking complex calculation and detailed analysis of statistics produced.
  • Work in all areas of the Trust (clinical and non-clinical) and work with clinical information such as service users’ case notes, incidents, serious untoward incidents, complaints and claims for the purpose of understanding the context of information reporting and performance management.
  • Frequently travel to the different Trust sites to meet with colleagues face to face and develop understanding of clinical and corporate functions.
