JOB DESCRIPTION
POST: Nursing & Midwifery Digital Health Safety & Quality Project Lead (temporary post)
LOCATION: Belfast Health and Social Care Trust

REPORTS TO: Senior Digital Transformation Lead
RESPONSIBLE TO: Digital Health Nursing & Midwifery Specialist (encompass lead)
MAIN PURPOSE
This post is offered on a temporary, fixed-term basis to deliver a defined programme of timebound project work on behalf of Nursing and Midwifery Digital Health. The post holder will provide senior professional leadership for digital health, patient safety and quality improvement, supporting the delivery of safe, effective and high-quality care within digitally supported clinical environments.
The primary purpose of the role is to develop, implement and test a structured framework for the routine review, interpretation and assurance of digital health safety, quality and governance data relevant to Nursing and Midwifery practice. This will include the identification of risk, variation and opportunity; strengthening assurance arrangements; and supporting learning and improvement through the meaningful use of digital data.
The post holder will work in collaboration with clinical, non-clinical and digital colleagues to ensure digital safety and quality information is translated into actionable insights, supports decision-making and quality improvement, and that sustainable approaches are established to enable ongoing use beyond the duration of the post.
The post holder will support the Digital Health Nursing and Midwifery team to build digital capacity and capability and enable meaningful use of Nursing and Midwifery data and information across Belfast H&SC Trust, working collaboratively with internal and external stakeholders and supporting Trust-wide practice development and change initiatives identified throughout the duration of the post.
The role aligns with NMC standards, Trust governance requirements and digital clinical safety principles, and will provide assurance to senior leaders on Nursing and Midwifery safety, quality and digital health practice.
Job Summary
Provide senior leadership for patient safety, quality improvement and assurance within Nursing and Midwifery in relation to digital health.
Act as a professional role model in promoting safe, effective and person-centred care delivered through digitally supported clinical practice.
Champion a culture of safety, learning and continuous improvement in the use of digital health systems.
Lead and support governance processes that assure safe and effective quality care in digital clinical environments, including audit, risk management and learning from incidents.
Provide expert professional input to Trust and where appropriate regional forums to support and contribute to the ongoing development and improvement of safety and quality relating to digital health.
Support the development, monitoring and reporting of assurance frameworks for digital health systems and workflows that promote safety, quality and effective practice.
Key Duties / Responsibilities
Quality Improvement & Service Redesign
Lead and support service improvement and transformation initiatives that leverage digital health solutions to deliver measurable improvements in patient safety, care quality and experience.
Use system data, dashboards to identify trends and feedback to identify issues arising from digital systems and workflows, implementing evidence-based improvements.
Support Nursing and Midwifery teams review and improve workflows safely as part of digital optimisation and transformation programmes.
Digital Health Safety & Systems
Ensure the safe, effective and optimised use of digital health systems that underpin patient safety, quality monitoring, clinical governance and professional practice.
Contribute to the design, implementation and optimisation of digital clinical workflows, ensuring digital clinical safety principles are embedded from a Nursing and Midwifery perspective.
Work collaboratively with digital, clinical safety and operational teams to reduce digital risk and enhance care quality.
Stakeholder Engagement & Professional Leadership
Work collaboratively with multidisciplinary teams, senior leaders, digital health colleagues and external stakeholders to deliver shared digital safety and quality objectives.
Provide professional leadership, advice and support to Nursing and Midwifery staff in relation to safe digital practice, quality improvement and governance and assurance activity.
Communicate effectively with a wide range of stakeholders to support engagement, assurance and confidence in digital health-enabled care delivery.
Communication and Information Management
The post holder will contribute to the development of Information Management & Technology to support nursing and midwifery role redesign and development.
Identify information needs and data requirements to support nursing and midwifery safety, quality and clinical governance; analyse and interpret relevant information and challenge current practices to ensure informed decision making and make more efficient use of resources.
Use appropriate information to hold others to account and to be held to account.
Engage with regional organisations including Trade Unions and Professional bodies to secure positive working relationships.
Ensure that examples of excellence and innovation in areas of responsibility are promoted within the Trust and externally through networking and contribution to workshops and conferences.
Financial and Resource Management
Ensuring that maximum improvements are made in existing and new business operations to successfully deliver the encompass programme into operational use:
taking the lead on transition management, ensuring that business stability is maintained during the transition to business as usual
preparing affected areas for transition to new ways of working
The post holder will contribute to the establishment of a range of quality controls and quality assurance processes to ensure safe and qualitative service delivery and which are integrated within the Trust’s overarching governance framework.
Monitor spend related activity to include training, services and other strategic activity in line with allocated budget.
To advise on best practice workforce development issues which contribute to organisational performance, improvements, and productivity.
Monitor the efficient use of resources, ensuring adequate resources are identified and initiate prompt and effective corrective action when applicable.
Plan, monitor and report on service delivery in line with agreed protocols.
Human Resource Management Responsibilities
The post holder will contribute to management structures and practices within nursing supporting a culture of effective team working, continuous improvement and innovation.
The post holder will lead by example in practising the highest standards of conduct in accordance with the Code of Conduct for HPSS Managers.
The post holder will participate in the Trust’s Staff Appraisal programme and will review individually on a regular basis the performance of immediately subordinate staff. S/he will provide guidance on personal development requirements and advise on and initiate, where appropriate, further training.
The post holder will ensure that the review of performance identified above is in accordance with Trust policy and take appropriate corrective action.
The post holder will maintain good staff relationships and morale amongst the staff reporting to him/her.
The post holder will delegate appropriate responsibility and authority to the level of staff within his/her control consistent with effective decision making whilst retaining responsibility and accountability for results.
The post holder will participate as required in the selection and appointment of staff reporting to him/her in accordance with procedures laid down by the Trust.
The post holder will take such action as may be necessary in disciplinary matters in accordance with procedures laid down by the Trust.

Environmental Cleaning Strategy
The Trusts Environmental Cleaning Strategy recognises the key principle that “Cleanliness matters is everyone’s responsibility, not just the cleaners” Whilst there are staff employed who are responsible for cleaning services, all Trust staff have a responsibility to ensure a clean, comfortable, safe environment for patients, clients, residents, visitors, staff and members of the general public.
Infection Prevention and Control
The Belfast Trust is committed to reducing Healthcare associated infections (HCAIs) and all staff have a part to play in making this happen. Staff must comply with all policies in relation to Infection Prevention and Control and with ongoing reduction strategies. Standard Infection Prevention and Control Precautions must be used at all times to ensure the safety of patients and staff.
This includes:-
Cleaning hands either with soap and water or a hand sanitiser at the appropriate times (WHO ‘5 moments’);
Using the correct ‘7 step’ hand hygiene technique;
Being ‘bare below the elbows’ when in a clinical environment;
