Job overview

We are seeking an experienced and strategic Estates professional to lead the management, maintenance and development of the Trust’s estate portfolio. This key leadership role is responsible for ensuring the estate remains safe, compliant and fit for purpose, supporting the delivery of high-quality operational and clinical services across SCAS.

You will be professionally accountable for the Trust’s capital investment programme and operational maintenance services, leading the delivery of maintenance works and capital improvement projects. Working closely with stakeholders, you will develop and implement a long-term estates strategy that supports the Trust’s objectives and future service needs.

The role includes overseeing estates contracts and services, managing procurement processes, supporting design development, preparing tender documentation and ensuring contracts deliver value for money and high-quality outcomes. You will ensure all estates activities meet statutory, regulatory and health and safety requirements.

The successful candidate will have significant estates management experience, strong leadership and stakeholder engagement skills, and a proven track record of delivering capital projects and maintenance programmes. You will understand the operational and clinical requirements of an NHS environment and be able to develop estates solutions that support the Trust’s strategic goals.

Main duties of the job

As a senior manager within South Central Ambulance Service Ambulance Service NHS Foundation Trust (SCAS), to provide leadership and to ensure the effective provision of the services and to champion value and service delivery.

Working with other members of the Estates team and the wider SCAS cohort, the post-holder will provide a safe and suitable built environment for all colleagues, patients, and visitors through effective management of repairs, maintenance and improvement whilst ensuring that the Estate operates in an economical and efficient manner in compliance with all statutory legislative requirements and targets.

Lead in the full construction process to deliver all aspects of a project to include building, power, and other utilities.

The incumbent will advise on Estate operational matter, giving current and relevant advice on the utilisation, management, maintenance repair, effectiveness, and efficiency of the Estate.

They will also work to develop and, where appropriate, project manage the SCAS Capital Works programme, working in partnership with the stakeholders to identify suitable and appropriate capital projects in delivering tangible improvements to the Estate. Working closely with procurement ensure the route to market for the works is appropriate and adheres to guidance whilst delivering value for money.

To provide, receive and present highly complex, sensitive, and contentious information with regard lease management, negotiation, and renewal.

Understand the operational and clinical requirements of our teams in designing solutions that meet the trust’s objectives.

Involvement in the full construction process to deliver all aspects of a project to include building, power, and other utilities.

Support multiple complex contract negotiations simultaneously. To keep up to date in developments and best practice in national and international estate management and valuation, management and leadership and public sector policy.

Contribute as a key member of the estates team in driving our ability to innovate and deliver results.

Share best practice techniques and support the wider team with development and training initiatives, leading workshops and development opportunities.

Develop acquisition plans and strategies that will deliver growth, value for money, manage risks and optimise quality.

Lead and maintain relationships with partners to ensure we are a valued and trusted partner and are presented with opportunities as they arise.

Ensure all commercial, legal and asset data and records in relation to opportunities, developments, schemes under development or construction are up to date, accurate and stored in accordance with Trust / NHS policies and procedures.

Evaluate, integrate, and embed appropriate NHS transactional policies and procedures.

Negotiate and transact commercially viable deals on the best commercial terms available, working with multiple stakeholders in the development options appraisals.

To provide highly developed specialist knowledge and oversight of all aspects of legal building management.

To advise on strategy and to actively manage property needs through the joint development of short, medium and long-term property strategies.
