The post holder will have responsibility for the day-to day management of a multi-disciplined building and engineering estates service covering acute hospital sites and will therefore be a skilled professional with significant management experience in the leadership of estates services within an organisation of comparable size and complexity. Together with managerial responsibility for Atlas Estates staff at all levels, the post holder is expected to provide a customer focused, cost effective and efficient building and engineering service using a combination of in-house staff and a range of independent contractors and professionals, including appointed architects, quantity surveyors, mechanical and electrical consultants, principal contractors, sub-contractors, and specialist contractors. The frequently fast changing, dynamic acute working environment, requires the post holder to demonstrate the ability to respond and adapt flexibly to the needs of the service. Therefore, they must have a high level, practical and theoretical knowledge of estates services, the associated compliance legislation and be comfortable dealing with a wide range of stakeholders.

Main duties of the job

The post holder will:

  • Assist the Head of Estates with shaping the future provision of estates services at Atlas. This will include the strategic development of services to ensure they are high quality, progressive, responsive to internal and external demand and fully support the strategic direction of the company and the future operational needs of the service delivery contracts.
  • Assist with the development and implementation of the Atlas Estates Strategy and the associated delivery plan, ensuring that any related financial and estates management resources are correctly planned and prioritised.
  • Use technical and professional building and engineering expertise advice, as necessary, to support the reconfiguration and integration of various services associated with the overall Atlas Estates Strategy.
  • Support the company’s annual business planning process, including the production of appropriate estate plans, which should be flexible where possible, to allow for any potential adjustments that may be required, to meet the changing needs of the service.
  • Liaise with other Atlas colleagues to ensure that any estates management implications, arising from business plans developed within other services, are identified and where necessary, appropriately resourced.
  • The post holder will lead on the continuous improvement of acute estates services to facilitate delivery of the Company’s wider strategic goals and to enhance the client and staff experience.

Detailed job description and main responsibilities

Plan and deliver, through the various specialist teams within acute estates services, the active management of all aspects of hard services, making optimal use of the resources available.

  • Evaluate any customer performance review reports received, relating to estates issues and where appropriate, formulate and implement action plans to improve service provision.
  • Ensuring that estates division business continuity contingency plans and emergency procedures, for use in the case of estates service loss, in respect of all operational functions, are developed and available for implementation if required. In addition, ensure that all related plans are communicated to and fully understood by all estates staff.
  • Contribute to and occasionally lead, on the development of selected policies and strategies in a multidisciplinary estates environment, recognising the complex integration with other departmental policies.
  • Ensure that environmental and sustainable development is properly considered in all estate related decisions and liaise with the Atlas Energy Manager as appropriate.
  • Produce management plans to ensure that all areas of the estate are of an acceptable standard, utilising audits and condition surveys to support the development of a 5-year backlog maintenance strategy.
  • Ensure that a robust and structured Planned Preventative Maintenance (PPM) programme is developed following close liaison with clients and effectively implemented.
  • Liaise with community estates and property services colleagues, service Leads and other key stakeholders for the purposes of sharing information regarding the optimum use of and any potential rationalisation of the estate.
  • Develop and present business cases where appropriate and ensure that such schemes and projects are adequately funded and resourced.
  • Support the provision of a comprehensive operational risk approach with responsibility for the day-to-day estates risk register including review, update, forward planning and reporting.

Person specification

Education / Qualifications

Essential

  • Educated to a professional level in a relevant discipline e.g., building services, engineering electrical, mechanical, estates management, surveying or similar.
  • Current professional registration member of relevant professional body, e.g., Chartered Institution of Building Services Engineers (CIBSE), Institute of Healthcare Engineering and Estate Management (IHEEM), The Institution of Engineering and Technology or be working towards this.
  • Management qualification or equivalent leadership experience
  • Evidence of CPD – Continuing professional development
  • IOSH Managing Safely

Desirable

  • Prince 2 project management qualification or equivalent
  • Degree i.e., BA
  • Appropriate postgraduate and/or professional qualifications in a relevant discipline as above
  • Registered as an Incorporated Engineer or be working towards this.
  • NEBOSH Certificate

Knowledge & Experience: General

Essential

  • The ability to think strategically and develop plans.
  • Experience of working within a complex and challenging environment, managing relationships with multiple stakeholders.
  • Good level of competence and proficiency using Microsoft Office Suite of programmes, in particular Excel, word and PowerPoint.
  • A high standard of written skills, evident in report writing.
  • Good information presentation skills, evident in use of graphics and design of reports.
  • Excellent verbal communication skills with the ability to present complex, sensitive contentious technical information to a wide range of internal and external stakeholders.
  • The ability to interpret and understand highly complex statistics and sensitive or contentious information.
  • Ability to monitor complex contracts.

Knowledge & Experience: Specialist

Essential

  • Detailed Knowledge and experience of and proficient in the use of estates computer management systems, for example Building Management software / database Systems (BMS) and Computer Aided Facilities Management (CAFM), MICAD, QFM
  • Experience of managing a large multi-disciplinary Estates service within an environment of comparable scale and complexity.
  • Successful track record of negotiating Estates & Facilities services contracts.
  • Detailed knowledge and awareness of legislation relating to Estates and Facilities management.
  • Extensive knowledge and experience of practical engineering applications and working with and on engineering systems within complex organisations and environments.
  • Experience in managing estates construction, maintenance and physical assets of several major services across a whole organisation.
  • Achievement in successful change management and managing successful Projects.
  • Knowledgeable in the manipulation of fine tools, materials, equipment and computerised technical drawings.
  • Proven track record of delivering service provision to high professional standards.
  • Knowledge of service planning and an understanding of its relevance and impact on the services provided by the Estates Directorate.
  • Knowledge of Health & Safety and fire safety legislation and good practice.
  • Detailed knowledge of NHS property & Estates related guidance, e.g., Health Building Notes (HBNs) and Health Technical Memorandum (HTM’s)
  • A sound understanding of the legal and financial aspects of major property projects and transactions.
  • Excellent knowledge and experience of statutory / regulatory returns such as the annual Estates Return Information Collection (ERIC) and Premises Assurance Model (PAM) and the requirements of the 6-facet survey

Desirable

  • An excellent understanding of national guidance on NHS Estates Management processes.
