Main duties of the job
- Provide professional financial advice and support across the Health Board to enable effective budget setting, financial management and delivery of financial targets.
- Work closely with budget holders to support financial performance, operational delivery and achievement of the Health Board’s financial plan.
- Support financial and business planning processes, ensuring the financial impact of service developments is fully understood and assessed.
- Assist in monitoring financial performance, preparing financial projections, option appraisals and forward plans to manage risks and opportunities.
- Prepare and present monthly financial reports to senior managers, highlighting risks, pressures and required actions.
- Support budget holders through financial training and clear communication of complex financial information.
- Help ensure Health Board financial systems, activities and controls meet governance, probity and stewardship standards.
- Deputise for senior colleagues
The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.
Detailed job description and main responsibilities
- Support the delivery of financial balance across the Health Board through cost reduction schemes, improved resource use and financial monitoring.
- Provide detailed financial analysis, projections and modelling to support decision‑making, service development and business case preparation.
- Communicate complex and sensitive financial information clearly to clinical and managerial stakeholders, using negotiation and influence.
- Provide finance input into service planning, NHS target delivery and significant clinical practice changes, ensuring financial implications are robustly assessed.
- Support commissioning processes, including financial advice on service delivery, liaison with LHBs, Welsh Government, WHSSC and other NHS organisations.
- Assist with Service Level Agreements, ensuring full cost recovery and accurate contract performance monitoring.
- Support maintenance of financial governance, including general ledger integrity, debtor/creditor control, stock reconciliation and income recovery.
- Assist with year‑end accounts, ensuring accurate reporting, compliance with policy and adherence to Standing Financial Instructions.
- Contribute to partnership working, departmental improvement, stakeholder communication and deputising responsibilities
