University Hospitals Plymouth NHS Trust is on a journey to redevelop our healthcare estate as part of the government's New Hospital Programme. The focus for phase one of the 'Future Hospital' programme will be on improved provision for our urgent and emergency care services at Derriford Hospital. This will involve the development of a new Emergency Care Building; a purpose-built facility, creating space to care for the sickest patients. We know that our population is growing at a faster rate than the national average and this building will allow us to manage the increase in patients we expect to see in the future. The Trust had the Full Business Case (FBC) approved for the Emergency Care Building in 2025, for a new four storey facility totalling 18,000 M2. It is currently under construction and due for completion in 2028/29. It will provide floors dedicated to providing services for a new Emergency Department, Same Day Emergency Care and Short Stay Ward, Interventional Radiology Theatres to provide a Day Case Unit, and Surgical Theatres.

Main duties of the job

We are looking for a Business Change Manager to join our Future Hospital Programme team, initiating and supporting services to oversee large scale change, in order to ensure that benefits are delivered in line with the organisations business objectives.

The Business Change Manager role is key to driving change for Estates projects and takes a lead role in driving the Future Hospital Programme. You will be responsible for all aspects of planning and delivery of change with our directorates and the Future Hospital Programme Team, providing expert analysis and advice to the organisation on the delivery of change management programmes. Particularly in relation to high level mapping of processes, assessments of patient and / or customer value and delivery of improvements to patient value and quality.

Detailed job description and main responsibilities

  • To support, motivate and coach members of staff participating in service improvement activities
  • To demonstrate an in depth knowledge of change tools and techniques
  • To develop and scope the reasons for action and measures for each improvement project in collaboration with Clinical Directors, Clinical Leads and other local leads.
  • To lead and co-ordinate the collection and analysis of information as part of any activity or event. This could include the observation and timing of activities, obtaining historical data, obtaining current policy and guideline material, researching national guidance and/or comparator information, capacity and demand data.
  • To agree with the project Clinical sponsor the baseline and target measures for improvement activities and ensure the required information is available to measure performance and improvement
  • To ensure that action plans arising from events and scoping exercises reflect the results of data analysis and shortfalls in performance.
  • To have a good understanding of the financial budgetary process and data relevant to all service areas
  • To work in collaboration with budget holders to ensure actions and recommendations for service improvement arising from service improvement activities are cost effective and do not compromise the quality of service delivery
