JOB DESCRIPTION
POST: Roma Community Health Worker
LOCATION: Graham House, Knockbracken HCP
BAND: 4 £27,485 - £30,162 Pro rata
HOURS: 16 hours per week or 2 x 8 hours per week
REPORTS TO: Inequalities and Inclusion Co-Ordinator
RESPONSIBLE TO: Senior Manager Involvement and Community Development
Job Summary / Main Purpose
The Roma Community Health Worker will work proactively to connect with individuals and families within the BHSCT locality, offering practical help signposting and support to meet identified needs and improve uptake of services to support health and wellbeing. The Health Worker will play a key role in facilitating and enabling engagement by other health professionals, community development workers and statutory partners to improve health and wellbeing. They will help overcome barriers, build individual and community capacity, and work to reduce health inequalities.
Main Duties / Responsibilities
For each of the following, the postholder will;
Operational delivery
Develop and maintain regular contact with Roma families in the BHSCT area.
Provide an accessible signposting and support service, making referrals into existing organisations for support and advice where appropriate e.g. Advice Services.
Assess individual and family needs and assist them to gain access to mainstream statutory and community services, advocating on their behalf where required.
Support new Roma with health care registrations (including signposting to NINES) and provide on-going support to reduce non-attendance at appointments and appropriate use of services.
Support for individuals with children on the child protection register on request, encouraging them to engage effectively with social services, health visiting and children and young people's services.
Support Community Development and PPI staff to build capacity of local Roma and BAME communities by encouraging involvement in initiatives to shape services, programmes and responses to meet their needs.
Work alongside relevant Health Improvement staff in planning group activities to enable sharing of health and wellbeing messages and resources to build health literacy.
Delivery of health improvement programmes and activities.
Support early year's services in the planning and delivery of Roma sensitive programmes.
Partnership working
Maintain a local directory of referral pathways for service users in partnership with key health, education and community and voluntary agencies.
Participate in local multi-agency networks and partnerships to support networking, sharing of information and raising awareness of issues.
Information management and reporting
Adhere to professional practice standards and legislation, including confidentiality, safeguarding, equality, diversity and inclusion policies
Maintain accurate and up-to-date administration and caseload records, including reports of all interactions
Reports to the advanced practitioner in Community Development on a monthly, quarterly and annual basis as required
Participate in regular supervision sessions and undertake ongoing evaluation of agreed work objectives

Environmental Cleaning Strategy
The Trusts Environmental Cleaning Strategy recognises the key principle that "Cleanliness matters is everyone's responsibility, not just the cleaners" Whilst there are staff employed who are responsible for cleaning services, all Trust staff have a responsibility to ensure a clean, comfortable, safe environment for patients, clients, residents, visitors, staff and members of the general public.
Infection Prevention and Control
The Belfast Trust is committed to reducing Healthcare associated infections (HCAIs) and all staff have a part to play in making this happen. Staff must comply with all policies in relation to Infection Prevention and Control and with ongoing reduction strategies. Standard Infection Prevention and Control Precautions must be used at all times to ensure the safety of patients and staff.
This includes:-
Cleaning hands either with soap and water or a hand sanitiser at the appropriate times (WHO '5 moments');
Using the correct '7 step' hand hygiene technique;
Being 'bare below the elbows' when in a clinical environment;
Following Trust policies and the Regional Infection Control Manual (found on intranet);
Wearing the correct Personal Protective Equipment (PPE);
Ensuring correct handling and disposal of waste (including sharps) and laundry;
Ensuring all medical devices (equipment) are decontaminated appropriately i.e. cleaned, disinfected and/or sterilised;
Ensuring compliance with High Impact Interventions.

PERSONNEL SPECIFICATION
Performance, Planning and Informatics
OR
4 years' experience
An understanding of the organisation's working with and supporting the Roma Communities in Belfast and a willingness to work in partnership with them.
Shortlisting by Application Form
Strong interpersonal and verbal communication skills
An ability to speak Romanian and/or Romani fluently
Ability to work effectively in partnership with a range of public, voluntary and statutory bodies
Ability to work independently on own initiative
Knowledge and understanding of Roma culture and of issues impacting on the health and wellbeing of Roma communities
Awareness of community and statutory supports available for Roma communities in the BHSCT area
