Job Summary
The Business Support Officer will support the Business Support Manager in the development, implementation and management of a robust administrative and business support management function to support the Director, Co-Directors, Senior Managers and Service Managers of Nursing & User Experience Directorate.
The Business Support Officer will be responsible and accountable for ensuring the range of business support functions within their remit are fully integrated as appropriate across the Nursing & User Experience Directorate in support of the Directorate’s management plan.
The Business Support Officer will provide Directorate wide support through the provision and maintenance of a range of business support functions, which support the delivery of high quality services and secure high standards of performance through the setting of targets, key performance indicators and monitoring arrangements.
The Business Support Officer will contribute at an appropriate level to the strategic direction of Nursing & User Experience Directorate including the implementation of Trust policy.
This postholder will ensure that effective processes are in place and maintained to support development of IT systems, procurement and recruitment within the directorate.
Key Duties & Responsibilities
SETTING DIRECTION
The postholder will contribute to the development of business support strategies, objectives and policies as a member of the Planning, Performance & Governance team in support of the Nursing & User Experience Directorate’s management plan and the Trust’s vision and corporate management plans
Support the tracking and reporting of progress in relation to ongoing optimization of digital systems as utilised within PCSS services
Represent the department in collaborative working groups
Carry out quality auditing in line with the required frequency set out in audit schedules. To audit to agreed standards using proformas and IT systems, notifying the appropriate manager of any performance deficiencies
SERVICE DELIVERY
5. To be responsible for the provision and management of a range of business support functions which assist the Directorate’s senior management team in the delivery of the management plan and objectives
6. To assist the Business Support Manager with the development, implementation and maintenance of appropriate service planning and performance structures and arrangements within Nursing & User Experience Directorate ensuring the involvement of key stakeholders
7. To set and agree team objectives which support the Directorate’s senior management team to deliver high quality standards of services reflective of regulatory standards, legislative requirements, codes of practice, or technical guidance as applicable to central nursing and support services
8. The post holder will contribute to the establishment, implementation and maintenance of the Trust’s Performance Management Framework for the Nursing & User Experience Directorate
9. Monitor key performance indicators in collaboration with Support Services Managers and provide robust and reliable information
10. To be managerially responsible and accountable for the business support functions provided within the postholder’s span of control
SERVICE DEVELOPMENT
11. The postholder will support the development, implementation and maintenance of a range of business support functions, systems, practices, procedures and arrangements in the Nursing & User Experience Directorate
12. To identify, within the postholder’s span of control, opportunities for improvements within existing resources; implement appropriate remedial action and evaluate the impact
13. To support and where appropriate coordinate service improvement initiatives and projects within the Nursing & User Experience Directorate
14. The postholder will be responsible for providing effective and efficient administrative and secretarial arrangements for the Directorate
GOVERNANCE, SAFETY AND EXCELLENCE
15. To provide support in ensuring high standards of governance within the service planning and performance management function within the Directorate
16. To establish, implement and maintain appropriate systems, procedures, processes and control mechanisms which support and ensure compliance with corporate governance arrangements and the Trust’s Assurance Framework
17. To investigate and resolve complaints directly related to the postholder’s span of control in accordance with the Trust’s Complaints Procedure and local arrangements
18. To support quality initiatives as appropriate in support of the Directorate’s senior management team
COLLABORATIVE WORKING
19. To work in collaboration with all relevant stakeholders both internal and external to the organisation on matters relating to the postholder’s area of responsibility and in support of the Directorate’s senior management team for the effective running of services across the Nursing & User Experience Directorate
20. To liaise with other corporate functions on planning and performance and other general management issues relevant to Nursing & User Experience
21. To provide support to the Directorate’s Senior Managers and Support Services Managers in areas relating to planning, performance and innovation
22. To provide advice within the Trust on matters relevant to the postholder’s span of control and in support of the Directorate’s senior management team
23. To develop effective relationships with trade union representatives in pursuit of modern partnership working and harmonious industrial relations as appropriate
COMMUNICATION & INFORMATION MANAGEMENT
24.To promote and maintain communication channels within the team to ensure Trust values, policies and procedures etc. are effectively communicated to support and/or enhance service provision
25. Ensure appropriate timely, accurate and high quality management information is available to support the production of planning and performance reports to the Directorate’s senior management team
26. To communicate information about projects at key milestone stages and throughout the duration of the project
FINANCIAL & BUDGETARY MANAGEMENT
27. To be accountable for the monitoring of pay and non-pay expenditure in accordance with the Trust’s Authorisation Framework in order to deliver Directorate objectives and achieve financial balance
28. To be responsible for reviewing staffing levels within the postholder’s areas of responsibility on a regular basis and ensure that where service changes occur that staffing resources/levels are reviewed and adjusted accordingly to take account of same
29. To identify cost improvement and/or opportunities for efficiency
30. To ensure that the information in relation to expenditure for the purpose of recharges and requests for additional services are completed in the appropriate manner and shared with Financial Management
31. To ensure all procurement and receipting processes are adhered to and monitored in line with the Trust Authorisation Framework
PEOPLE MANAGEMENT & DEVELOPMENT
32. To provide leadership and manage a team to ensure the effective delivery of services to meet team and Directorate objectives
33. To ensure that relevant team structures and practices support a culture of effective team working, continuous improvement and innovation
34. Maintain good staff relationships and morale amongst the staff, through effective feedback, recognition, appraisal and development
35. To ensure that department objectives are clearly communicated to staff, that staff are given clear and measurable objectives and are held accountable
36. To delegate appropriate responsibility and authority to various levels of staff within your area, as well as showing effective decision making whilst retaining responsibility and accountability for results
37. To manage capability, performance and/or conduct issues in accordance with Trust policies and procedures including management side presentations and/or panel participation at grievance and disciplinary panels
38. The post holder will promote the corporate values and culture of the organisation and demonstrate appropriate personal behaviour
39. To participate in the recruitment, selection and appointment of staff in accordance with Trust policies and procedures
40. To participate in staff development and performance review arrangements
41. To identify learning and development needs and ensure that staff receive their annual PDP/PCP and the appropriate training required
42. To monitor sickness absence and take appropriate management action when necessary in accordance with the Trust’s Attendance Protocol and other relevant Trust policies
43. To take responsibility for your own performance and take action to address identified personal development areas
44.To maintain and expedite, as appropriate, all relevant information requirements in relation to staff management via HRPTS to Human Resources and Payroll in accordance with established procedures and protocols and organisational management (OM) structures
45. To provide support to staff as required and promote the Trust’s Health and Wellbeing Strategy

Environmental Cleaning Strategy

Infection Prevention and Control
The Belfast Trust is committed to reducing Healthcare associated infections (HCAIs) and all staff have a part to play in making this happen. Staff must comply with all policies in relation to Infection Prevention and Control and with ongoing reduction strategies. Standard Infection Prevention and Control Precautions must be used at all times to ensure the safety of patients and staff.
This includes:-
Cleaning hands either with soap and water or a hand sanitiser at the appropriate times (WHO ‘5 moments’);
Using the correct ‘7 step’ hand hygiene technique;
Being ‘bare below the elbows’ when in a clinical environment;
Following Trust policies and the Regional Infection Control Manual (found on intranet);
Wearing the correct Personal Protective Equipment (PPE);
Ensuring correct handling and disposal of waste (including sharps) and laundry;
Ensuring all medical devices (equipment) are decontaminated appropriately
i.e. cleaned, disinfected and/or sterilised;
Ensuring compliance with High Impact Interventions.
