Job overview
The Efficiency and Clinical Productivity team supports achievement of the Royal Free London’s group-wide goals and governing objectives through the delivery of a portfolio of major programme and change activity. The team drives the group-wide efficiency and clinical productivity programme to ensure the financial sustainability of the RFL Group.
RFL Group refreshed its Medium-Term Financial Plan (MTFP) in January 2026 setting out its plan to deliver financial sustainability over the coming years. The Efficiency and Clinical Productivity team supports this through a focus on improving productivity and sustainability through core activities such as FIP delivery and efficiency plans, and the successful delivery of major change programmes that will deliver multi-year productivity improvement.
The Programme Manager – Efficiency and Clinical Productivity role supports the delivery of this portfolio by working as part of a business partnering team aligned to one of the Group’s health units or Corporate unit, which also takes on responsibility for cross cutting Group-wide projects and programmes. The role will enable the delivery of the health unit’s efficiency and productivity plan both through supporting the identification and scoping of opportunities and directly leading priority workstreams and programmes of work.
Main duties of the job
As a Programme Manager – Efficiency and Clinical Productivity, you will lead change programmes by ensuring that the core principles of programme management are adhered to whilst maintaining a focus on continuous improvement, efficiency and value, which underpin our approach.
You will need to strategically as well as operationally lead the delivery of priority areas of the Corporate or Health Unit’s efficiency and productivity plan as well as group-wide programme(s), working closely with SROs. You will be required to work across departments and all levels of the organisation to diagnose, design and deliver these improvement programmes. As well as being technically competent in driving change and project/programme management, you will need to possess excellent interpersonal and communication so you can work effectively with multiple groups of stakeholders across the organisation.
As a Programme Manager – Efficiency and Clinical Productivity you will have a high level of autonomy, self-drive, and will be able to manage multiple priorities and provide direction to others to achieve the plan set out. You will need to demonstrate effective leadership skills, not only in working with a range of stakeholders to deliver change, but in playing a senior role in a business partnering team. Confidence with handling large datasets and working with senior Finance stakeholders is key.
