POST: Assistant Support Services Manager - Portering

REPORTS TO: Support Services Manager, Patient and Client Support Services

RESPONSIBLE TO: Senior Manager, Patient and Client Support

Services

Job Summary / Main Purpose

The Assistant Support Services Manager will support the Support Services Manager in the efficient implementation of agreed strategic and operational issues within areas that will include Catering, Environmental Cleanliness, Laundry and Logistic Services (Portering, Security, Transport and Waste).

The Assistant Support Services Manager will provide technical and/or specialist advice in respect of their span of control.

The Assistant Support Services Manager will be responsible and accountable for the planning, coordination and delivery of high quality services and ensure high standards of performance through the setting of targets, monitoring and review of practices, processes and procedures.

The postholder will have delegated budgetary responsibilities for both expenditure and income (where appropriate) and act as signatory in accordance with the Trust's Authorisation Framework.

The Assistant Support Services Manager will contribute at an appropriate level to the strategic direction of Support Services including the implementation of Trust policy.

Main Duties / Responsibilities

For all of the following areas the post holder will;

Setting Direction

At an appropriate level, contribute to the development of service strategies, objectives and policies as a member of Patient Client Support Services management team in support of the Nursing & User Experience Directorate's management plan and the Trust's Vision & Corporate Management Plans.

Service Delivery

Assist the Support Services Manager in the professional delivery of Support Services for the Trust.

Set and agree team objectives to deliver high quality standards of services reflective of [1] regulatory standards, [2] legislative requirements, [3] codes of practice, [3] technical guidance applicable to Support Services and/or other examples of best practice or new and innovative approaches.

Contribute to the tendering and contract adjudication process (to include the development of product/commodity specifications) under the direction of the Support Services Manager and in collaboration with Business Services Organisation, Procurement & Logistics Service and/or the Trust's Contracts Department in respect of Service Level Agreements as appropriate.

Contribute to the business planning process, at an appropriate level, within Patient & Client Support Services and in collaboration with the Directorate's Planning Performance and Innovation function.

Service Development

Identify opportunities for service improvements within existing resources; implement remedial measures; and evaluate impact.

Contribute to the compilation of service development proposals appropriate to the post holder's span of control.

Contribute to effective service planning, monitoring and control against key performance indicators appropriate to the post holder's span of control.

Identify asset/equipment requirements for submission of capital bids.

Governance, Safety & Excellence

Ensure compliance with [1] regulatory standards, [2] legislative requirements, [3] codes of practice and/or [4] technical guidance through the implementation of procedures, protocols and control mechanisms.

Identify, assess and monitor potential risks in work activities; carry out risk assessments within the post holder's span of control; and formulate method statements and standard operating procedures (SOP) to reduce risk and ensure compliance with legislation and/or best practice.

Ensure accidents/near misses are duly managed in accordance with the Trust procedures, recorded on Datix and investigated and put in place remedial measures in line with the Trust's Risk Management Policy.

Investigate and resolve complaints in accordance with the Trust's Complaints Procedure and local arrangements.

Collaborative Working

Work in collaboration with all relevant stakeholders both internal and external to the Trust as appropriate on matters relating to the effective running of services within the post holder's span of control.

Provide technical and/or specialist advice within the Trust on issues relevant to the post holder's span of control.

Contribute to planning and design teams as appropriate on issues relevant to the post holder's span of control.

Develop effective relationships with trade union representatives in pursuit of modern partnership working and harmonious industrial relations.

Utilise feedback mechanisms such as patient surveys, focus groups to inform the development of patient centred services.

Communication and Information Management

Participate as required in accountability review arrangements in relation to the delivery of support services within the post holder's span of control.

Liaise as required under the direction of the Support Services Manager with outside agencies and statutory/enforcement bodies in respect of compliance on matters relating to the post holder's span of control.

Promote and maintain communication channels within the team to ensure Trust values, policies etc. are effectively communicated to enhance service provision.

Ensure information required for monitoring, benchmarking and reporting purposes is provided in a timely and accurate manner in accordance with Directorate arrangements.

Use benchmarking and other management information sources to ensure services within the post holder's span of control are efficient and effective.

Financial and Budgetary Management

Have delegated budgetary responsibilities for both expenditure and income budgets where appropriate and relevant.

Be responsible for monitoring pay and non-pay expenditure appropriate to their designated span of control and act as a signatory in accordance with the Trust's Authorisation Framework.

Contribute to the formulation of budgets relevant to their span of control as appropriate and relevant.

Be accountable for the control of pay and non-pay expenditure in accordance with the Trust's authorisation framework in order to deliver Directorate objectives and achieve financial balance by taking corrective action(s) within their span of control.

Be responsible for reviewing staffing levels on a regular basis and ensure that where service changes occur that staffing resources/levels are reviewed and adjusted accordingly to take account of same.

Identify cost improvement and income generation opportunities.

Determine the quantity of provisions and/or consumables required and order through the appropriate procurement mechanisms in line with the Trust's Authorisation Framework.

Ensure that the information in relation to expenditure for the purpose of recharges and requests for additional services are completed in the appropriate manner and shared with Financial Management.

Participate in the evaluation of equipment and consumables to ensure value for money whilst maintaining quality standards.

People Management and Development

Provide leadership and manage a team to ensure the effective delivery of services to meet team and Directorate objectives.

Ensure that relevant team structures and practices support a culture of effective team working, continuous improvement and innovation.

Maintain good staff relationships and morale amongst the staff, through effective feedback, recognition, appraisal and development.

Ensure that department objectives are clearly communicated to staff, that staff are given clear and measurable objectives and are held accountable.

Manage capability, performance and/or conduct issues in accordance with Trust policies and procedures including management side presentations and/or panel participation at grievance and disciplinary panels.

Promote the Trust's corporate values through the application of relevant policies and procedures.

Participate in the recruitment, selection and appointment of staff in accordance with Trust policies and procedures.

Participate in staff development and performance review arrangements.

Identify learning and development needs and ensure that staff receive their annual PCP/PDR and the appropriate training required in line with the Trust's Personal Contribution Framework.

Monitor sickness absence and take appropriate management action when necessary in accordance with the Trust's Attendance Management Protocol and other relevant and/or related Trust policies/procedures.

Maintain and expedite, as appropriate, all relevant information requirements in relation to staff management via HRPTS to Human Resources and Payroll in accordance with established procedures and protocols and organisational management (OM) structures.

Provide support to staff as required and promote the Trust's Health and Wellbeing Strategy.

Environmental Cleaning Strategy

The Trusts Environmental Cleaning Strategy recognizes the key principle that "Cleanliness matters is everyone's responsibility, not just the cleaners" Whilst there are staff employed who are responsible for cleaning services, all Trust staff have a responsibility to ensure a clean, comfortable, safe environment for patients, clients, residents, visitors, staff and members of the general public.

Infection Prevention and Control

The Belfast Trust is committed to reducing Healthcare associated infections (HCAIs) and all staff have a part to play in making this happen. Staff must comply with all policies in relation to Infection Prevention and Control and with ongoing reduction strategies. Standard Infection Prevention and Control Precautions must be used at all times to ensure the safety of patients and staff.

This includes:-

Cleaning hands either with soap and water or a hand sanitiser at the appropriate times (WHO '5 moments');

Using the correct '7 step' hand hygiene technique;

Being 'bare below the elbows' when in a clinical environment;

Following Trust policies and the Regional Infection Control Manual (found on intranet);

Wearing the correct Personal Protective Equipment (PPE);

Ensuring correct handling and disposal of waste (including sharps) and laundry;

Ensuring all medical devices (equipment) are decontaminated appropriately i.e. cleaned, disinfected and/or sterilised;

Ensuring compliance with High Impact Interventions.

PERSONNEL SPECIFICATION

A relevant University Degree which is Hospitality Management related or a recognised professional qualification or higher qualification AND 1 years‟ experience in paid employment working in a role involving relevant ancillary support services in a complex organisation at supervisory level (Band 3 or above).

OR

HNC / HND or equivalent/higher qualification which is Hospitality Management related AND 2 years‟ experience in paid employment working in a role involving relevant ancillary support services in a complex organisation at supervisory level (Band 3 or above).

4 years' experience in paid employment working in a role involving relevant ancillary support services in a complex organisation at supervisory level (Band 3 or above).

Evidence of experience in staff management at supervisory level (Band 3 or above) for a period of at least 6 months.

Hold a current full Driving licence valid in the UK and have access to a car.

Shortlisting by Application Form

Have a working knowledge of the specific legislative and/or the technical requirements of the ancillary support service post applied for.

Effective planning and organisational skills with an ability to prioritise own workload.

Effective communications skills to meet the needs of the post.

Ability to effectively lead and manage a team.

Ability to work as part of a Team whilst using own initiative.

Experience in the use of Microsoft office products including Outlook, Word, Excel, PowerPoint, or equivalent.
