We are recruiting a town planning professional to join Essex ICB.

It is an important role in the Estates team which forms part of our Financial and Commercial Directorate and has a pivotal role to play in delivering the ambitions 10 Year Health Plan. This is an exciting time for Estates as we move forward with medium term planning and multi-year capital allocations.

This role will support the Estates Strategy for the ICB and have a primary focus on town planning but will work across Town Planning & Policy, Strategic Developments, Primary Care & Neighbourhood Health as programmes and projects require. Our Assistant Estates Managers will contribute to the delivery of one or more strategic plans supporting key milestones and managing risks and opportunities.

Main duties of the job

Responsibilities include, but are not limited to:

Support the implementation of policy and / or service developments related to Estates, drawing on requirements from NHS strategies, including the ICB strategy and the 10 Year Health Plan, through engaging with and responding to local planning authority consultations on planning policy and development proposals.

Support primary care practices with local developments.

Support provider partners and others with at scale strategic developments

Support the Estates development of Neighborhood Health Centres

Analysis of complex qualitative and quantitative data relating to Estates and turning analysis into useful insights and reports that can be used to inform decision making and delivery

Develop and deliver project plans relating to Estate, ensuring appropriate governance, risk management, escalations and reporting

Supports delivery of budget for the programmes and projects for which they are aligned. Including effective budget reporting as required

Supports procurement of relevant services

Supports best use of resources and value for money.

Job responsibilities

ROLE PURPOSE / SUMMARY

Essex Integrated Care Board (ICB) is a new organisation formed through the consolidation of three ICB areas in response to the NHSs ambition to deliver a more streamlined, strategic and cost-effective model of health commissioning. The ICB will oversee the commissioning of care for the approximately 2 million people who live in Essex. Operating within a reduced running cost envelope and aligned to the new requirements of ICBs in England, the ICB will focus on improving population health outcomes, health equity and smarter resource allocation.

Our Estates team form part of our Financial and Commercial Directorate and has a pivotal role to play in delivering the ambitions 10 Year Health Plan. Bringing care closer to home by enabling new ways of working and maximising our resources. This is an exciting time for Estates as we move forward with medium term planning and multi-year capital allocations.

The Assistant Estates Manager, will provide leadership and support the Estates Strategy for the ICB and will work across Town Planning & Policy, Strategic Developments, Primary Care & Neighbourhood Health as programmes and projects require. Our Assistant Estates Manager will contribute to the delivery of one or more strategic plans supporting key milestones and managing risks and opportunities.

As the ICB transitions to become a leaner, more focused strategic commissioning organisation the post holder will be expected to support the Director of Estates, in delivering on the three fundamental shifts set out in the NHS 10-year plan:

  • From Treatment to Prevention: Embedding preventative, personalised and population based approaches to commissioning.
  • From Hospital to Community: Championing care model redesign that supports community and neighbourhood health.
  • From Analogue to Digital: Enabling clinically driven transformation through digital innovation, data analytics and evidence based improvement.

KEY DUTIES AND RESPONSIBILITIES

To deliver on the job description set out above, the job holder will be expected to deliver on the requirements set out below:

Policy and service development

  • Responsible for the implementation of policy and / or service developments related to Estates, drawing on requirements from NHS strategies, including the ICB strategy and the 10 Year Health Plan
  • Ensure compliance with relevant ICB policies

  • Support in the provision of advice and operational guidance to develop appropriate solutions for new care models and best use of resources.

  • Analysis of complex qualitative and quantitative data relating to Estates

As the ICB continues to evolve, portfolios may be subject to change to reflect the needs of the organization, the health and care system and national policy direction. This may include adjustments to areas of responsibility or realignment of reporting structures.

Person specification

Experience

Essential

  • Experience in Town Planning, preferably policy and development management, and knowledge of relevant policy and legislation.
  • Experience of working in a relevant healthcare environment (NHS or other)
  • Experience managing projects in relevant commissioning functions as outlined in the ICB model blueprint.
  • Knowledge of the health, care and local government landscape, including relevant legislation, policies and guidance, and an understanding of the social determinants of public health.
